About this opportunity
The Department of the Air Force Materiel Command Nuclear Weapons Center is seeking a contractor to support the Little Mountain Test Facility (LMTF) located in Ogden, Utah, with a comprehensive testing, operation, and maintenance contract for ICBM weapon systems. The primary objectives include supporting nuclear hardness and reliability testing of ICBM equipment, microelectronics, and sub-assemblies through designing and conducting specialized tests across multiple laboratories. Key contract requirements involve operating test equipment with 95% availability, maintaining facility security, managing nuclear weapons-related materials, and providing qualified personnel including radiation safety and cybersecurity staff. The government is currently conducting market research through a Sources Sought Synopsis, requesting industry feedback on draft performance work statement requirements by February 22, 2025, at noon MST. Potential respondents are asked to review the draft documents and indicate whether they would be interested in submitting a proposal if the contract were to be competed through full and open competition.
The contract will be structured as a 10-year Indefinite Delivery/Indefinite Quantity (IDIQ) contract with a 5-year base period and one 5-year option, potentially with a 6-month extension. While there is no specific set-aside designation for small businesses, the draft statement includes requirements for a small business management plan. The facility supports critical nuclear testing for ICBM systems including Minuteman III, Sentinel, Long Range Stand Off (LRSO), and Mk 21A, with testing capabilities spanning radiation, electromagnetic pulse, shock/vibration, and environmental chambers. Reporting requirements will be comprehensive, including cost and software data reporting with FlexFile submissions scheduled from 2027 through 2031. The contract falls under the Engineering Services NAICS category (541330) and will require detailed technical and operational capabilities to maintain the specialized nuclear effects testing environment.
