REVISION SUMMARY
1 SCOPE
This Performance Work Statement (PWS) defines the effort required to conduct operations and maintenance (O&M), engineering and technical services, and technical support on behalf of the AFNWC at the HAFB’s LMTF, located in Ogden, Utah and other locations as required. LMTF supports the AFNWC mission by providing a testing environment where the impacts of nuclear effects on Intercontinental Ballistic Missile (ICBM) weapon systems can be studied, analyzed, and evaluated to support warfighter nuclear capabilities. The primary focus of the LMTF is to support fielded ICBM weapon systems and replacements. For the purposes of this PWS, the term ICBM constitutes all AFNWC portfolio programs. Non- ICBM programs are not part of the AFNWC portfolio. Non-ICBM test customers have historically been permitted to test at LMTF on a non-interference basis. The contractor shall comply with this PWS and any task order statement of work in its entirety.
2 BASIC SERVICES
2.1 PERIOD OF PERFORMANCE (PoP)
2.1.1 This Indefinite Delivery Indefinite Quantity (IDIQ) contract will have a 10-year ordering period with an option to extend services of the contract in accordance with (IAW) Federal Acquisition Regulation (FAR) 52.217-8 for an additional 6-months at the end of the contract. The contract PoP will be a 5-year basic with one 5-year option, and a 6-month option to extend service. Performance must be completed within 12-months after contract expiration.
2.2 REQUIREMENTS
2.2.1 Engineering and Testing Services and Technical Support
2.2.1.1 The contractor shall operate LMTF test hardware/software and conduct tests for ICBM test customers and non-ICBM test customers with the understanding that ICBM test customers have test schedule priority.
2.2.1.2 The contractor shall consider and in writing describe how LMTF facility interfaces for electrical power, air conditioning, heating, security, and safety systems to successfully meet the requirements defined in this PWS during design, integration, installation, and operation of current and proposed LMTF test hardware/software.
2.2.1.2.1 The contractor shall manage all subcontract activities necessary, or as required to fulfill the requirements of the Advanced Radiation Environment Simulator (ARES) task order, including selecting qualified subcontractors, negotiating subcontractor agreements, and ensuring subcontractor performance meets the specified standards in the Statement of Work (SOW) associated to the ARES task order, as required.
2.2.2 The contractor shall acquire and maintain critical skills for contractor personnel to operate, maintain, or upgrade all LMTF test hardware/software and Government Furnished Property (GFP)/Government Furnished Equipment (GFE)/Contractor Acquired Property (CAP).
2.2.3 The contractor shall transition CAP to GFP by means of delivery on CLIN 0004 (Equipment Purchases) per specified Task Orders.
2.2.4 The contractor shall provide technical support IAW the latest versions of LMTF Operation & Maintenance (O&M) manuals, training plans, and available product design data. The contractor shall maintain and update these as needed or requested by the AFNWC/NIM.
2.2.4.1 The contractor shall deliver the engineering product design data and associated parts lists to include operations, repair and maintenance instructions IAW [CDRL A027, DI-SESS-81000F/T, Product Engineering Design Data and Associated Lists], for the government to reproduce all parts in any test stand/specialized test equipment, if required.
2.2.4.2 The contractor shall maintain laboratories IAW the maintenance schedules listed in the O&M manuals in Attachment XXX to the Basic contract.
2.2.4.3 The contractor shall ensure test support for ICBM customers adheres to the latest versions of applicable Minuteman III (MMIII) Test Management Handbook. The current guidelines are DODI5000.89_DAFI99-103 Capabilities-Based Test and Evaluation, AFI99-103_AFMCSUP_AFNWCSUP Capabilities-Based Test and Evaluation, and applicable LMTF SOPs.
2.2.4.4 The contractor shall project and budget each PoP [CDRL A018, DI- MGMT-81468A, Contract Funds Status Report (CFSR)], for tests, materials, and maintenance contracts based upon historical data.
2.2.4.5 The contractor shall track and control engineering changes to delivered drawings and technical data [CDRL A108, DI-MGMT-80441D, Government Property (GP) Inventory Report] within a configuration management plan SOP-100, Configuration Management Plan, D2- 28422-1 [CDRL A111, DI-MGMT-81453C, Data Accession List (DAL)], regardless of the origin or the level of the change.
2.2.4.5.1 The contractor shall deliver all tracked and controlled engineering changes IAW [CDRL A027, DI-SESS-81000F/T, Product Engineering Design Data and Associated Lists].
2.2.4.6 The contractor shall provide support to the 75 Air Base Wing (ABW) Civil Engineering (CE) with associated permitting, environmental studies, inspections, and tasks related to LMTF Test Capability Upgrade efforts.
2.2.4.6.1 Test plans shall be coordinated and completed IAW the latest version of the MMIII Test Management Handbook. The contractor shall develop technical and non-technical agendas, briefing materials and quick looks as required [CDRL A002, DI-ADMN-81249C, Meeting Agenda; CDRL A003, DI- MGMT-81605, Briefing Material] or as directed by the test customer.
2.2.4.7 Test Schedule
2.2.4.7.1 The contractor shall develop, provide, implement, and maintain the
LMTF test schedule as required by the AFNWC/NIM.
2.2.4.7.2 The contractor shall assist ICBM test customers and non-ICBM test customers in test schedule development.
2.2.4.7.2.1 The LMTF test schedule shall include forecasted test events up to two years.
2.2.4.7.3 The contractor shall deconflict the LMTF test schedule as much as possible. If conflicts arise that cannot be resolved by the contractor, the contractor shall notify the AFNWC/NIM LMTF PM and support any deconfliction actions/meetings as required.
2.2.4.7.3.1 AFNWC/NIM will be the final approval authority
for any test schedule changes/actions.
2.2.4.8 Test Plans and Reports
2.2.4.8.1 ICBM Test Customers
2.2.4.8.1.1 The contractor shall assist ICBM test customers in the development of test plans and test reports IAW [CDRL A060, Test Plan, DI-NDTI-80566A].
2.2.4.8.1.2 The contractor shall ensure that test plans, test procedures and test reports are developed according to DODI5000.89_DAFI99-103, its AFMC supplement and AFMC/AFNWC supplement, and applicable AFNWC MMIII Test Management Handbook, as required by [CDRL A061, DI-NDTI- 80566A, Test Procedure]; [CDRL A062, DI-NDTI- 80809B, Test/Inspection Report] or as directed by the test customer.
2.2.4.8.2 Non-ICBM Test Customers
2.2.4.8.3 The contractor shall develop test plans and test reports as required by the test customer. Non-ICBM test customers may use as required [CDRL A060, Test Plan, DI-NDTI-80566A] as defined on the basic contract, or require their own test plan per task order. Inspection and acceptance of each task order shall be required.
2.2.4.8.4 The contractor shall provide electromagnetic compatibility testing (known as 21M-LGM30G-12 testing) of items used in the ICBM weapons system
2.2.4.8.4.1 The contractor shall procure test articles as required by the AFNWC/NIM.
2.2.4.8.5 The contractor is authorized to use the Cooperative Research and Development Agreement (CRADA) process as required by the
AFNWC/NIM.
2.2.4.8.6 The contractor shall propose individual task orders for tests using established rates based on test customer Statement of Objectives (SOO) or Statement of Work (SOW).
2.2.4.8.7 Non-ICBM testing customers will be charged a use fee. The use fee is a pre-determined rate of 10%.
2.2.4.9 Test Hardware/Software
2.2.4.9.1 Test Hardware/Software Acquisition
2.2.4.9.1.1 The contractor shall design, fabricate, procure, and install test hardware/software as required by the AFNWC/NIM to ensure continuous operations at LMTF [CDRL A118, Software Quality Assurance Report, DI-QCIC-81795]; [CDRL A171 Software Documentation DI-IPSC-81756];
[CDRL A172 Software Transition Plan (STRP)
DI-IPSC-81429A].
2.2.4.9.1.2 The contractor shall deliver all software code, design details, models, algorithms, etc. IAW [CDRL A173 Software Sustainability Package DI- IPSC-82134], for the government to reproduce, if necessary; [CDRL A118, Software Quality Assurance Report, DI-QCIC-81795].
2.2.4.9.1.3 The contractor shall procure parts and/or software updates needed for repair, replacement, or upgrades of test hardware/software at LMTF as required by the
AFNWC/NIM.
2.2.4.9.1.4 The contractor shall provide written justification to the Contracting Officer (CO) and the AFNWC/NIM LMTF PM for any purchases of equipment at a predetermined threshold that will be reviewed annually.
2.2.4.9.1.4.1 Any purchases over the predetermined
threshold, cannot be made until the contractor has received written approval from the CO.
2.2.4.9.1.5 The contractor shall procure necessary
maintenance support from OEMs of test hardware/software as required by the AFNWC/NIM, [CDRL A118, Software Quality Assurance Report, DI-QCIC-81795]; [CDRL A171 Software Documentation DI-IPSC-81756];
[CDRL A172 Software Transition Plan (STRP) DI-IPSC-81429A]; [CDRL A173 Software Sustainability Package DI-IPSC-82134].
2.2.4.9.1.6 Any licensing shall include data rights IAW section
7.20. The license shall include data rights per the
instructions in section 7.23 and the clauses of the contract.
2.2.4.9.1.7 Any software updates/maintenance agreements may
be procured from the OEM as required by the AFNWC/NIM to allow continuous operations at
LMTF.
2.2.4.9.1.8 The contractor shall notify the CO and the
AFNWC/NIM LMTF PM if funds for LMTF operations are projected to be insufficient. The CO will work with the LMTF PM to prioritize tasks. The PM will then inform the contractor of the established priorities.
2.2.4.9.2 The contractor shall provide an annual proposed equipment list required to sustain LMTF operations over a nine-year period (i.e., one prior year, current year, two budget years, plus five projected years) as required, per Air Force Manual (AFMAN) 63-143; with the current year updated monthly.
2.2.4.10 Equipment Calibration
2.2.4.10.1 The contractor shall ensure all measurement equipment is properly calibrated prior to testing or is being monitored by other calibrated equipment.
2.2.4.10.2 The contractor shall ensure calibration is traceable to the National Institute of Standards and Technology (NIST) IAW Air Force T.O. 00-20-14.
2.2.4.10.2.1 The Government will provide calibration from Air Force Metrology and Calibration Program (AFMETCAL) Precision Measurement Equipment Laboratory (PMEL) at HAFB.
2.2.4.10.2.2 The contractor shall monitor equipment calibration stickers on equipment, fill out necessary requests for service, and deliver equipment to and pick-up from AFMETCAL PMEL per calibration schedule.
2.2.4.10.2.2.1 The contractor shall comply with equipment
transportation requirements. If PMEL services are not available or the need to expedite support and mission requirements demand calibrated equipment, the contractor may obtain calibrated equipment with CO approval if costs exceed $10,000.
2.2.5 Materiel Management
2.2.5.1 The contractor shall develop a Supply Chain Risk Management Plan to mitigate supply chain risks and ensure that LMTF equipment does not incorporate counterfeit parts, malicious code, or any other elements that would, allow adversaries to gain unauthorized access to data, alter data, interrupt communications, or otherwise disrupt operations. 2.2.5.2 The contractor shall adhere to the Materiel Management Regulation DoDM 4140.01 Volumes 1 through 12.
2.2.5.3 The contractor shall develop the Diminishing Manufacturing Sources and Materiel Shortages (DMSMS) IAW DoDI 4140.01, DoD Supply Chain Materiel Management Policy TECHAMERICA STD- 0016 Standard for Preparing a DMSMS Management Plan, Standardization Document (SD)-22 Diminishing Manufacturing Sources and Material Shortages MIL-STD-3018 Parts Management. [CDRL A167, DI- MGMT-81948, Diminishing Manufacturing Sources and Material Shortages (DMSMS) Management Plan]
2.3 The contractor shall provide Technical Data Packages (TDPs) as addressed in this PWS, section 2.2 (Requirements) [CDRL A038 Technical Data Package (TDP) DI-SESS-
80776B].
2.4 SITE VISITS/DISTINGUISHED VISITOR (DV)/EDUCATIONAL TOURS
2.4.1 The contractor shall delineate between work site visits, DV tours, and educational tours.
2.4.1.1 Work site visits are for work to be performed by System Program Office
(SPO)/contractor personnel for deployment, test, maintenance, inspections, measurements, observations, validation/verification, etc.
and shall be coordinated between the contractor, PM, and scheduler as necessary.
2.4.1.2 The contractor shall provide DV tours and educational tours of LMTF as required by the AFNWC/NIM. The contractor shall be responsible for verifying visit requests, providing a tour guide, providing the in-briefings, escorting all individuals who will be in attendance, and providing the briefings at each test stand. The contractor shall provide the tours schedule to the PM.
2.4.1.2.1 DV and educational tours are visits for personnel and organizations that have a vested interest or direct influence over the activities at LMTF.
3 PERFORMANCE REQUIREMENTS
3.1 PROGRAM MANAGEMENT & REPORTING
3.1.1 The contractor shall provide a management structure that enables contractor personnel to effectively perform the roles and responsibilities defined in this PWS. The contractor shall provide a management structure that ensures employees are present and engaged in appropriate tasks as identified in this PWS.
3.2 CONTRACTOR PERSONNEL
3.2.1 The contractor shall provide all qualified personnel to perform the roles and responsibilities defined in this PWS. The contractor shall be responsible for the selection, recruitment, hiring, assignment of duties, and reassignment of duties, transfer, supervision, management, control, and termination of contractor employees in performance of these requirements. Contractor personnel are employees of the contractor and under its administrative control and supervision.
3.3 PERFORMANCE STANDARDS
3.3.1 The contractor shall meet the performance standards defined in this PWS.
3.3.2 The contractor shall meet the required deadlines/due dates and adhere to schedules for provided services and maintenance as specified. The contractor shall have no more than one validated customer complaint for timeliness within a quarterly PoP.
3.3.3 The contractor shall accurately and efficiently provide the required services and maintenance with minimal errors (no more than 2 validated errors) and IAW applicable guidance and regulations. A Corrective Action Report (CAR) will be issued if the contractor receives more than one validated customer complaint for repeated errors.
3.3.4 The contractor shall compile analytical data into required formats or templates for periodic recurring and non-recurring reporting, tracking, or inquiries.
Examples include, but not limited to, documents, spreadsheets, emails, graphs, briefing charts, and other templates.
3.3.5 The contractor shall provide updates to the AFNWC/NIM as requested by AFNWC/NIM. This information shall be presented in meetings, briefings, phone calls, or any other preferred format as requested by the Government.
Briefings shall be concise and accurately summarize pertinent and relevant data.
3.3.6 The contractor shall consult with and attend meetings with the AFNWC/NIM
LMTF Program Manager (PM) to discuss any questions and/or concerns about LMTF operations, testing, or any activities supporting LMTF operations, maintenance, and testing as required by the AFNWC/NIM.
3.3.7 The contractor shall support working level meetings such as the ICBM
Survivability Program Review (ISPR), Test Review Board (TRB), Safety Review Board (SRB), Test Readiness Reviews (TRR), facility readiness reviews and other meetings as required.
3.3.8 The contractor shall travel to technical symposiums, conferences, training and development opportunities, and technical interchanges to stay well-informed of industry trends, challenges, and opportunities while maintaining relationships with subject matter experts within the DoD, Government, and test communities.
4 SERVICE SUMMARY
Below, in Table 1 are performance standards (metrics) the AFNWC/NIM will use for monitoring contractor performance on critical tasks. These metrics are a meaningful measure of contractor performance and conform to commercial standards to the maximum extent practicable. This performance-based work statement is based upon the contractor ensuring the management and quality control actions to meet the terms of the contract. The Government Contracting Officer Representative (COR) will audit the contractor’s processes to ensure they are in place and will use contractor data to assess performance. The contractor shall have processes to track, evaluate and report performance objective and thresholds. If the processes do not meet minimum evaluation requirements, corrective measures will be implemented.

GOVERNMENT PROPERTY AND FACILITIES
6.1 The contractor shall be responsible for the management of GFP and GFE. Contractor shall ensure accurate and complete property management of GFP/GFE and shall provide reports IAW [CDRL A108, DI-MGMT-80441D, Government Property (GP) Inventory Report].
The contractor shall assess and help the AFNWC/NIM determine the GFP/GFE (equipment, material, and information) required to perform all functions. Refer to the GFP/GFE list that is attached. Note: Each time a piece of equipment is added or deleted;
the AFNWC/NIM will not regularly issue a contract modification to provide an updated GFP list.
6.2 The AFNWC/NIM will provide items of material, equipment, and property to the contractor for use in performance of this contract. ALL material, equipment and property located at LMTF is considered GFP/GFE unless otherwise documented and agreed upon by the AFNWC/NIM. However, anything over $5,000 will be documented in the GFP Attachment, unless otherwise deemed trackable by AFNWC/NIM policies. Items less than $5,000 may be added to the list if requested by the AFNWC/NIM. The contractor shall maintain a list of all LMTF equipment that is in possession of the contractor under this contract and over the $5,000 threshold.
6.3 The Contractor shall keep GFP/GFE Attachment current. When an item of material, equipment, or property is added or removed, an updated list should be provided bi-annually. [CDRL A108, DI-MGMT-80441D, Government Property (GP) Inventory Report].
6.4 AFNWC/NIM will provide Base Support for the contractor in accordance with the provisions of this section.
6.4.1 Base Support includes AFNWC/NIM -controlled working space, material, equipment, and services. It includes, but is not limited to; fire protection, building maintenance, physical security, security system maintenance, and test equipment calibration. All GP utilized by the contractor shall be used in support of this contract and managed in accordance with the GP clauses.
6.5 HAFB Ogden, Utah will provide the GFP/GFE Attachment and Base Support, as stated in
6.4.1, at LMTF. AFNWC/NIM will retain management and possession of the LMTF test equipment; however, the contractor will be permitted to use AFNWC/NIM equipment to accomplish tasks on this contract, including accountability of said equipment.
6.6 The contractor agrees to immediately notify Government Representative (GR) of inadequacies, defective GFP/GFE, or non-availability of support stipulated by the contract schedule, together with a recommended plan for obtaining the required support.
AFNWC/NIM will determine (within 10-working days) the validity and extent of the involved requirement and the method it shall be fulfilled (e.g., purchase, rental, lease, GP, etc.). Additionally, the contractor (or authorized representative) shall not purchase, or otherwise furnish any Base Support requirement (or authorize others to do so), without prior written approval of the CO regarding the price, terms, and conditions of the proposed purchase, or approval of other arrangements.
6.7 Because of the nature and location of the work performed, the value of such equipment is undeterminable. The contractor shall not incur any cost resulting from non- support prior to CO concurrence.
6.8 The contractor shall notify the GR upon loss or destruction of, or damage to, GFP/GFE provided under this contract, apart from low dollar value (≤$5,000) property for which loss, damage, or destruction is reported at contract termination, completion, or when needed for continued contract performance. Notification shall be sent within three (3) calendar days to the LMTF PM and [CDRL A071, Accident/Incident Report (Mishap Report), DI-SAFT-81563] shall be submitted NLT 20 calendar days after mishap, unless extended by the CO. The contractor shall take all reasonable action to protect the GP from further damage, separate the damaged and undamaged GP, put all the affected GP in the best possible order, and furnish to the CO a statement of [CDRL A071, DI-SAFT-81563, Accident/Incident Report (Mishap Report)]:
• Description of GP lost, destroyed, or damaged.
• Time and location of the loss, destruction, or damage.
• All known interests in co-mingled property of which the GP is a part.
• The insurance, if any, covering any part of the interest in such co-mingled property.
6.9 All items required to be on Custodian Authorization Custody Release Listing (CA/CRL), Special Purpose Recoverables Authorized Maintenance (SPRAM) or Supply Point, including all Nuclear Weapons Related Materiel (NWRM) Items shall be inventoried IAW with AFNWC/NIM requirements and defined by FAR 52.245-1.
6.10 The contractor shall maintain the CA/CRL, SPRAM and Supply Point accounts.
Assistance includes receiving training, accepting assistant equipment custodian appointments, requesting additions and deletions from equipment lists and assist shall all other duties needed to maintain these accounts. The contractor shall also participate in all Government inventories and inspection of equipment. The Government retains ownership and final authority and responsibility of all real property and equipment.
6.11 SPECIAL TOOLS AND SUPPORT EQUIPMENT (ST/SE)
6.11.1 ST/SE necessary to accomplish and ensure serviceability of the end-item(s) will be included in the equipment listing and will be furnished by the AFNWC/NIM. The contractor shall provide hand tools and personnel protective equipment (PPE), as required.
6.12 TRANSFER OF EQUIPMENT TO CONTRACTOR AS GFE
6.12.1 If AFNWC/NIM transfers equipment to the contractor, the contractor shall manage GFP/GFE IAW AFMAN 23-110 Vol. 2, Pt 2, Ch 22 - Equipment Management Section 22.28-22.29, custody accounts and custodians, training and responsibilities Vol. 4, Pt 1. Air Force (AF) policy governing Air Force Equipment Management System (AFEMS) contained in Vol. 2, Pt 13, Ch 8 of the AFMAN is the regulation that helps govern the CA/CRL, 7 GENERAL REQUIREMENTS
7.1 SAFETY REQUIREMENTS
7.1.1 The contractor shall develop, provide, implement, and maintain a Safety Plan
IAW Appendix C, that documents the contractor’s understanding and commitment to Occupational Safety standards and directives.
7.1.1.1 AFNWC/NIM reserves the right to utilize a third-party investigation team such as the Air Force Safety Center or independent contractor to investigate any incidents or observations at LMTF.
7.1.1.1.1 Resulting reports will be coordinated with the contractor to correct any findings.
7.2 SECURITY REQUIREMENTS
7.2.1 The efforts defined in this PWS require the contractor to access classified data.
IAW DoDD 5220.6 Defense Industrial Personnel Security Clearance Review Program. The contractor shall ensure all contractor personnel performing work under this contract.
7.2.1.1 Hold applicable security clearances (to include SECRET and TOP
SECRET) as required IAW DD Form 254
7.2.1.2 Receive training and briefings as required IAW DD Form 254.
7.2.1.3 Prepare and submit proper paperwork for accessing HAFB and receiving Common Access Cards (CACs) and/or area badges.
7.2.1.3.1 The LMTF PM will assist contractor personnel to obtain and process the necessary DoD forms for base CACs or area badges for access to Government facilities and property. The contractor shall have limited access to Government facilities and must coordinate access and usage dates and times with the LMTF PM at least 15-working days prior to the access date. The contractor shall protect GP and equipment from damage. The contractor shall report promptly to the CO all available facts relating to each instance of damage to GP. The contractor shall not be in a Government facility without a Government supervisor present.
Control of the facilities shall remain with the Government. Upon termination of employment or removal from Contract, the CaC will be turned over to AFNWC/NIS, located in BLDG. 1258, Room 4.
7.2.1.4 Defense Biometrics Identification Systems (DBIDS)
For personnel who require unescorted base access only. A DBIDS badge eliminates the requirement to obtain a paper badge. DBIDS does not have a chip which is required for access to Government systems. Prerequisite for a RAB.
7.2.1.5 Restricted Area Badges (RAB)
RAB is unique to LMTF. For personnel who require unescorted access to LMTF property and Protection Level (PL) 3 area. A RAB badge also grants escorted privileges for the LMTF property and PL3 areas.
Entry Authorization List (EAL) is unique to LMTF. For personnel who require unescorted access to LMTF property and PL3 areas and are not permanent residents but visit regularly or for an extended period of time.
7.2.1.5.1 The contractor must have favorable or higher adjudication based on a National Agency Check with Inquiries (NACI) or higher investigation IAW HAFB Instruction 36-812, Issue of Common Access Cards to Contractors (Contractor Verification System), paragraph 6.1.5.
7.2.1.5.2 AFSSI 8522, Communications and Information, Chapter 3, Access to Information Systems and Networks
7.2.1.5.3 The contractor shall provide a listing of personnel who require a CAC to the GR, the LMTF PM, the CO, and the COR IAW AFFARS clause 5352.242-9001.
7.2.1.5.3.1 Favorable Background Investigation. CSAs, in
coordination with the security manager, will verify proper security clearance and background investigation checks NACI, Single Scope Background Investigation are submitted prior to granting a network user access to the AF networks. The CAC approval process may take up to four (4) weeks to complete and contractors are urged to consider these instructions before award (i.e., when preparing a proposal in response to a Request for Proposal (RFP)) and prior to changing contractor personnel after award.
7.2.1.6 The contractor shall adhere to security requirements IAW DoDI 5200.48_DF AFI 16-1403, Controlled Unclassified Information, DoDM 5200.01V1_AFMAN 16-1404V1, Information Security Program: Overview, Classification & Declassification, DoDM 5200.01V2_AFMAN 16-1404V2, Information Security Program:
Marking of Classified Information, DoDM 5200.01V3_AFMAN 16- 1404V3, Information Security Program: Protection of Classified Information, DoDM 5220.22V2_AFMAN 16-1406V2 AFMC Supplement, National Industrial Security Program: Industrial Security Procedures for Government Activities, AFI 10-701, Operational Security (OPSEC); DODIO- 2000.16V1_AFI 10-245- O_AFMCSUP-O, Antiterrorism (AT) Program Implementation, DoD 5220.22-M National Industrial Security Program Operating Manual (NISPOM), DoD 5200.2-R Personnel Security Program, AFI 31-120 Security Forces Systems and Administration, DD Form 254 DoD Contractor Security Classification Specification, LMTF Entry Control SOP, Nuclear Regulatory Commission (NRC) Orders EA-05- 090, and applicable host Government activity Operation Instruction (OI)(s)/procedures.
7.2.1.7 The contractor shall maintain a classified hardware/document control database.
7.2.1.8 In accordance with AFSSI 8522, Communications and Information, Chapter 3, Access to Information Systems and Networks, states:
7.2.1.9 Upon successful completion of initial IA awareness training and verification of favorable background check, the user is authorized use of the network and is granted access to authorized network resources.
7.2.2 Communications Security (COMSEC)
7.2.2.1 The contractor shall use only secure communications methods and/or equipment to transmit or otherwise transfer classified information and/or Controlled Unclassified Information (CUI) IAW DoD 5220.22- M National Industrial Security Program Operating Manual.
Applicable equipment shall be safeguarded, maintained, and operated in accordance with DoD 5220.22-M.
7.2.3 Operations Security (OPSEC)
7.2.3.1 The contractor shall develop and implement an OPSEC Plan to reduce program vulnerability from adversary collection and exploitation of critical information IAW DoDD 5205.02 and DoD Manual 5205.02-M.
The Critical Information List (CIL) will be provided by the Government IAW AFI 10-701, OPSEC. The contractor shall familiarize and conduct initial and refresher training to all contractor personnel to identify and protect Classified and CUI IAW AFI 10-701 and AFI 16-1404 Air Force Information Security Program. [CDRL A141, DI-MGMT- 80934C, Operations Security OPSEC Plan]
7.2.4 Anti-terrorism
7.2.4.1 The contractor shall adhere to anti-terrorism requirements IAW DoDI- 2000.16_AFI10-245-O AT Program Implementation. The contractor shall ensure all contractor personnel complete AT training.
7.2.4.2 The contractor shall comply with MMIII Security Random Antiterrorism Measures (RAMs) exercises and provide reports when requested.
7.2.5 Physical Security
7.2.5.1 The contractor shall staff an on-site physical security manager IAW the DD-254 and the roles/responsibilities defined in this section.
7.2.5.2 The contractor shall assist AFNWC/NIS with the safeguard of all GP provided for contractor use. The contractor shall also assist AFNWC/NIS in securing all GP at the close of each work period.
7.2.5.3 The Government will provide all facility keys, locks, and key cards, hereafter referred to as keys. The contractor shall only use contractor-supplied locks for filing cabinets, desks, and areas containing only contractor owned or personal items.
7.2.5.3.1 Keys will be issued to individuals using form Information Management Tool (IMT) 1207 that includes a statement that the individual may be responsible to pay a specified amount for lost keys.
7.2.5.3.2 Master keys will be checked out to the contractor daily.
7.2.5.3.3 The contractor shall establish and implement methods of ensuring that all keys issued to the contractor by the Government are not lost or misplaced and are not used by unauthorized persons. No keys issued to the contractor by the
Government shall be duplicated. The contractor shall develop procedures covering key control that shall be included in the quality assurance plan. [CDRL A015, DI-QCIC-81794A, Quality Assurance Program Plan (QAPP)] Such procedures shall include turn-in of any issued keys by personnel who no longer require access to locked areas.
7.2.5.3.4 The contractor shall report the occurrences of a lost or duplicate key to the AFNWC/NIM LMTF PM.
7.2.5.4 The contractor shall assist AFNWC/NIS in controlling access to all secure controlled areas including buildings 501, 850, 853, 855, 1200, 1701, the Large Flash X- Ray Lab, the Small Flash X-Ray Lab, the Electro-Magnetic Effects Lab, and other controlled areas as designated in the DD Form 254 IAW AFNWC/NIS Operating Instructions 16-01 and 16-04.
7.2.5.5 The contractor shall assist AFNWC/NIS with implementing methods of ensuring that no lock combinations are revealed to unauthorized persons. The contractor shall ensure that lock combinations are changed when personnel having access to the combinations no longer have a need to know such combinations. These procedures shall be included in the contractor’s security Standard Operating Procedures.

7.2.5.6 The contractor shall promptly respond to Intrusion Detection System (IDS) alarms and make sure the area is secure for 75th Security Forces (SFS) personnel.
7.2.5.7 The contractor shall perform periodic alarm checks.
7.2.5.8 The contractor will assist AFNWC/NIS with controlling access to radioactive material IAW NRC Orders EA-05-090 and Code of Federal Regulation 10 CFR 37.
7.2.5.9 The contractor shall be responsible to validate all visitors have an approved visit request for LMTF testing or site visits. The visitor roster shall be reviewed and verified daily. If visitors are not verified the day of the test, the non-verified visitor shall be turned away till they are approved by AFNWC/NIS, IAW OI 16-01.
7.2.5.10 The contractor shall assist AFNWC/NIS for all PROX/vindicator card management and issuing.
7.2.5.11 The contractor shall be responsible for escorting test customers, tours (DV and/or educational), and/or site visits that include, but are not limited to, 75th CE, subcontractors for facility work or other related work visits to LMTF. The contractor shall be notified at a minimum 20 days prior for escorting when requirements exceed more than one day of escorting and when multiple subcontractors are required for facility work.
7.2.6 Cybersecurity
7.2.6.1 The contractor shall provide a full-time dedicated Information System
Security Manager (ISSM) on-site.
7.2.6.2 The contractor shall provide a full-time dedicated Information System Security Officer (ISSO) on-site.
7.2.6.2.1 The ISSO shall follow direction as directed by the ISSM.
7.2.6.3 The contractor shall provide a full-time dedicated cybersecurity IT manager on-site.
7.2.6.4 The contractor shall perform all applicable system security tasks required to obtain and maintain initial or interim accreditations, including an Authority to Operate (ATO), ATO with Conditions, Interim Authorization to Test (IATT), Authorization to Connect (ATC), certificate of net worthiness, emergency action message (EAM) certification, Joint Interoperability Test Center (JITC) certification, and security test and evaluation (STE).
7.2.6.5 The contractor shall ensure all Government information systems maintain an appropriate level of confidentiality, integrity, authentication, nonrepudiation, and availability that reflect a balance among the importance and sensitivity of the information and information assets; documented and resolves threats and vulnerabilities;
the trustworthiness of users and interconnecting systems; the impact of impairment or destruction to the DOD information system; and cost effectiveness IAW Department of Defense Instruction (DODI) 8500.01, Cybersecurity; [CDRL A117, Cybersecurity Vulnerability Report, DI-
MGMT-82191].
7.2.6.6 The contractor shall perform all applicable cybersecurity tasks required to obtain and maintain initial and interim accreditations, including ATO, Interim ATO, IATT, ATC, certificate of net worthiness, EAM certification, JITC certification, and STE for LMTF information systems as required by the AFNWC/NIM [CDRL A115 Cybersecurity Implementation Plan, DI-MGMT-82002B]; [CDRL A117, Cybersecurity Vulnerability Report, DI-MGMT-82191].
7.2.6.7 The contractor shall conduct system accreditation activities with the Defense Security Service (DSS) IAW the DOD 5220.22-M and Supplement 1, NISPOM. [CDRL A105, DI-ADMN-80239, Information Systems Accreditation Documentation].
7.2.6.8 The contractor shall conduct Government-owned system security accreditation, documentation development, and testing IAW DODI 8510.01, Risk Management Framework (RMF) for DoD Information Technology (IT) and DODI 8500.01, [CDRL A114 DOD Risk Management Framework (RMF) Package Deliverables DI-MGMT- 82001A].
7.2.6.9 The contractor shall assess changes to the accredited system, changed risks, or security-related impacts.
7.2.6.10 The contractor shall develop, maintain, and make available updated artifacts to support DODI 8510.01, RMF for DoD IT. [CDRL A105, DI- ADMN-80239, Information Systems Accreditation Documentation];
[CDRL A114 DOD Risk Management Framework (RMF) Package Deliverables DI-MGMT-82001A].
7.2.6.11 The contractor shall, with IA certified personnel, support System Security Working Groups (SSWG), Engineering Review Boards (ERB), Deficiency Review Boards (DRB), Risk Management Boards (RMB), and other meetings as required by the AFNWC/NIM.
7.2.6.12 The contractor shall evaluate change proposals, e.g., ECPs, task change proposals (TCP), configuration change proposals (CCP), waivers, and deviations. Evaluations shall address cost, schedule, performance, and Cybersecurity impacts/risks, and meet change board documentation requirements. 7.2.6.13 The contractor shall conduct and document security testing using DISA-approved tools, guides, etc., IAW DODI 8500.01, Cybersecurity.
Contractor personnel performing Cyber functions as defined in Department of Defense (DOD) 8570.01-M, Information Assurance Workforce Improvement Program, Table AP3.T1, shall satisfy both preparatory and sustaining DOD Cyber training and certification requirements IAW DODD 8570.01-M. Contractor personnel performing privileged functions shall be certified, at a minimum, Information Assurance Technical (IAT) Level II (DOD 8570.01-M Table Ap3.T1).
New contractor personnel performing privileged access IA functions will be required to already be compliant with DODD 8570.01-M, Information Assurance (IA) Training, Certification, and Workforce Management and DOD 8570.01-M for IAT Level II (not acquired at Government expense); CDRL A114, DoD Risk Management Framework (RMF) Package Deliverables, DI-MGMT-82001A].
7.2.6.14 The contractor shall identify, design for, and implement detailed IA requirements, anti-tamper measures, red-black separation, and supply chain management as addressed by DODI 8500.01, Cybersecurity, IAW [CDRL A115, Cybersecurity Implementation Plan, DI-MGMT- 82002B]; [CDRL A116, Supply Chain Risk Management (SCRM)
Plan, DI-MGMT-82256].
7.2.6.15 Computer Program Identification Number (CPIN)
7.2.6.15.1 All software on Government configuration managed Depot Support Equipment (DSE) shall have an assigned CPIN. The contractor shall request CPINs IAW T.O. 00-5-16, Computer Program Identification (CPI) Management. Requests shall be made for all computer software configuration items (CSCI), except system shells and software media items, requiring new CPINs, CPIN versions, or CPIN revisions.
7.2.6.16 Encryption
7.2.6.16.1 The contractor shall ensure encryption is used on all restricted digital data transmissions containing CUI and Scientific and Technical Information (STINFO) IAW AFI 10-701 OPSEC and AFI 17-130 Force Cybersecurity Program Management [CDRL A115 Cybersecurity Implementation Plan, DI-MGMT-82002B].
7.2.6.17 The Use of Removable Media Devices
7.2.6.17.1 The contractor shall ensure all contractor personnel do not use removable media devices on Government computers or Air Force networks. Removal media includes, but is not limited to memory sticks, thumb drives, camera flash memory cards, personal flash media devices (such as interactive portable open database (iPOD), Moving Picture Experts Group Layer-3 (mp3 players).
Government computers using Windows operating systems and Air Force networks include, but not limited to all non-secure internet protocol router (NIPR), secure internet protocol router (SIPR), Joint Worldwide Intelligence Communications System
(JWICS).
All other removable storage media not listed above, shall meet the requirements of applicable directives and shall be approved by the Government before contractor use. Including, but not limited to portable hard drives, portable electronic devices, rewritable compact disc-rewritable (CD-RW), rewritable digital versatile disc (DVD), floppy disks. Cell phones are restricted per the LMTF “Use of Personal Electronics Devices at Little Mountain Test Facility” memo.
7.3 RADIATION SAFETY
7.3.1 The contractor shall provide a full-time dedicated Radiation Safety Officer (RSO) located on-site. The RSO shall be available for after-hour calls if needed at LMTF. The RSO shall conduct his/her duties IAW NRC and Radioisotope
Committee (RIC) standard.
7.3.2 The contractor shall develop a Radiation Safety Security Program/Training Plan IAW NRC 10 CFR 37, Subpart C - Physical Protection Requirements During Use, submit to the USAF RSO for approval, two-months prior to contract award. [CDRL A194 Environmental, Safety, and Occupational Health (ESOH) Plan DI-SAFT-82313].
7.3.3 This will require review and approval of the PRSO, Installation RSO (IRSO), Permittee and Radioisotope Committee (RIC).
7.3.4 Trustworthy and Reliable (T&R) personnel must be vetted by the Reviewing Official (RO) IAW 10 CFR 37 Subpart B – Background Investigations and Access Authorization Program. The investigations will be initiated by the government RSO after the contractor issues a list of qualified candidates.
Radiation source users, called Authorized User (AU), must be trained IAW 10 CFR 37.43(c) and modeled after NUREG 1556 Vol 5.
7.3.5 Users shall be trained as specified in the current version of LM-03, Training.
Receive 40 hours of on-the-job training. This training may be received by OEM vendor J.L. Shepherd. Training shall be completed two-months prior to contract award. This training is for the operational use the LMTF sources. This training will require a third-party contact with a provider that is approved by the RIC and the NRC (i.e., J.L. Shepherd and Associates). The new contractor must staff a qualified Radiation Safety Officer (RSO). It is preferred this individual have a Master’s degree in nuclear physics with 5 years’ experience in Health Physics and 10 years ICBM experience. This individual will become the alternate Permit-RSO.
7.3.6 This individual will complete the training above and RSO training commiserate with NUREG 1556 and approved by the RIC. After completing all training requirements, the government RSO will submit the name(s) for approval by the RIC. When all the above is complete, normal operations can start.
7.4 ENVIRONMENT, SAFETY & OCCUPATIONAL HEALTH (ESOH)
7.4.1 The contractor shall provide full-time ESOH Officer located on-site. The ESOH
Officer shall conduct their duties IAW DAFI 91-202 AFMCSUP
7.4.1.1 The contractor shall comply by and assign qualified personnel to act as a Unit Environmental Coordinator (UEC) IAW AFI32-7001 Section 2.30, HILLAFBI32-7001, and AFMAN 32-7002 or most current version and tank custodians on behalf of AFNWC/NIM.
7.5 EQUIPMENT MANAGER/SPRAM MANAGER
7.5.1 The contractor shall provide a full-time equipment/SPRAM manager located on-site. The Equipment/SPRAM Manager shall conduct his/her duties IAW DoDI 5000.64, DAFI 23-101 chapter 1, AFI 23-101, and AFMAN 23-122.
7.6 FACILITY/OPERATIONS MANAGER
7.6.1 The contractor shall provide full-time facility and operations manager located on-site. The facility/operations manager will oversee, but not limited to, site operations, site coordination, and management of LMTF. The Facility and Operations managers shall conduct his/her duties IAW AFI32-1001 Chapter 7, the HAFB Facility Manager Handbook, training as stated in section 7.8, and
AFMAN91-203.
7.7 QUALITY CONTROL
7.7.1 The contractor shall develop a Quality Control (QC) Program in compliance with the clause entitled “Inspection of Services”, per FAR 52.246-5, the contractor shall establish a complete Quality Control Program to ensure the requirements of this contract are provided as specified.
7.7.2 The contractor shall supply the current copy of the quality control plan [CDRL
A015, DI-QCIC-81794A, Quality Assurance Program Plan (QAPP)] within the technical proposal.
7.7.3 The CO will notify the contractor of acceptance or required modifications to the plan before contract start date. The contractor shall make appropriate modifications (at no additional cost to the Government) and obtain acceptance of the plan by the CO before the start of the first operational performance period.
7.7.4 After acceptance of the quality control plan, the contractor shall receive the CO’s acceptance in writing of any proposed change to their QC program.
