About this opportunity
The Department of Veterans Affairs Veterans Health Administration, Veterans Integrated Service Network 10, is seeking a contractor to provide comprehensive furniture repair and moving services, including repair of chairs, desks, modular furniture, and lighting fixtures; replacement of furniture locking cores; relocation of furniture; delivery and tracking of moving totes; and assistance with inventory management of stored furniture. The contractor must demonstrate experience with major furniture brands including Herman Miller, Steelcase, Kimball, Teknion, Haworth, and UNICOR. Evaluation will be conducted on a two-step process: past performance will be evaluated on a go/no-go basis requiring a satisfactory or greater rating, with vendors of unknown past performance potentially found ineligible, and technical capability will be evaluated as a go/no-go acceptability screen; award will be made to the lowest-priced acceptable proposal among those meeting these thresholds. Offerors must submit proposals by March 5, 2026 at 12:00 p.m. EST, including a completed SF 1449, wage determination compliance certification, past performance documentation (CPARS or questionnaire responses), completed Furniture Repair Experience Questionnaire, price/cost schedule, and proof of active SDVOSB certification in the SBA database.
This solicitation is set aside exclusively for Service-Disabled Veteran-Owned Small Businesses (SDVOSB) under NAICS code 811420, with a maximum small business size standard of $9 million in annual revenue. The previous incumbent contractor was Office Installations Inc. operating under IDIQ contract 36C25024D0108. The contract is structured as a Firm Fixed Price Indefinite Delivery Indefinite Quantity (IDIQ) award with a base period of April 1, 2026 through March 31, 2027, followed by four one-year options extending through March 31, 2031, with estimated annual workload of approximately 676 work orders totaling 1,800 man-hours across four service categories. Services will be performed at eight locations including the John D. Dingell VA Medical Center in Detroit, Michigan, with standard work hours Monday through Friday, 8:00 a.m. to 4:30 p.m., typically three days per week. The contractor must comply with prevailing wage requirements per Department of Labor Wage Determination WD 2015-4839, maintain a 50% limitation on subcontracting for services, obtain Non-PIV credentials and complete criminal background checks for all personnel, and maintain a single point of contact for contract management.
