About this opportunity

Naval Supply Systems Command anticipates awarding a sole-source, firm-fixed-price delivery order to PHDS Co. for a Fulcrum HPGe Gamma-ray Spectrometer supporting Navy Environmental Preventative Medicine Unit 2 (NEPMU-2) and Navy Environmental Preventative Medicine Unit 5 (NEPMU-5), with responses due by September 4, 2026. This procurement is an exception to fair opportunity procedures under 10 U.S.C. 3204(a)(1), pursued on other than full and open competition basis.

The spectrometer must distinguish multiple isotopes simultaneously, distinguish gamma rays of similar energy, be ruggedized and portable for field use, and transfer data via hardwire connections. PHDS Fulcrum was determined sole responsible source after market research identified three potential vendors (Mirion Aegis, PHDS Fulcrum, and Ortec Detective X); only PHDS Co. (CAGE Code 1UY05) met all technical specifications. PHDS possesses exclusive HPGe technology with required resolution, offers field portability with five-hour battery life, operates across a wide temperature range, and includes calibration from natural background radiation. Government source searches on July 10 and August 19, 2025, across inventory, excess property, Federal Prison Industries, GSA schedules, and Defense Logistics Agency sources returned no matches.

The acquisition replaces an outdated unit currently in use. Place of performance supports NEPMU-2 and NEPMU-5. Delivery is scheduled 3–5 months after award. NAICS 334519 applies (Photographic and Optical Instrument Manufacturing, 600-employee threshold). Price analysis will follow FAR 15.404-1 techniques. The Government will consider any information received by September 4 solely to determine whether to conduct competitive procurement instead; no payment will be provided for submissions.
