Contractors must be registered in the System for Award Management (SAM) and submit a capability statement, treatment plan, equipment list, and past performance documentation. Key dates include a mandatory site visit on April 21, 2025, at 10:30 AM PDT, with questions due by April 23, 2025, at 6:00 PM PDT, and quotations required by May 16, 2025, at 6:00 PM PDT. This solicitation is set aside for total small business participation, with a North American Industry Classification System (NAICS) code of 115310 and a business size standard of $34 million. The project covers approximately 32.7 acres of BLM lands in Todd Valley, with work to be performed during a 12-month base year period between February and September. The contract includes specific requirements such as directional tree felling, maintaining a 4-inch maximum fuel depth, and protecting sensitive environmental areas. An optional line item allows for potential biomass removal, subject to fund availability. The project area features gentle topography with slopes generally not exceeding 35%, and contractors must be prepared to use GPS for treatment boundary identification, follow strict environmental and safety guidelines, and handle potential hazardous materials. The estimated pricing for mechanical felling, removal, decking, and mastication is $32.69 per acre, with additional line items for waterbarring, road and trail closure, and log barrier placement.
