About this file
This document is a Questions and Answers (Q&A) file for federal contract opportunity 140L1225Q0011, addressing a fuels reduction and forest health project. The Q&A covers five key clarification points regarding slash and debris management, including: (1) slash debris remaining onsite must meet 4-inch fuel depth requirements, with excess materials to be moved to designated landing or piling locations, (2) heavy slash accumulations should be moved to accessible locations with an average moving distance of 200-400 feet, (3) and (4) clarifying that biomass is strictly non-merchantable volume while merchantable logs will be decked separately under a different contract, and (5) correcting a clerical error in the Performance Work Statement location reference from Todd Valley, Forest Hills, CA to Nevada City, CA.

Questions and Answers: 140L1225Q0011
Question 1: Does all the slash and debris remain onsite or is there is a threshold to where it needs to be hauled off? Is this negotiated at the time that decision is made or do we need to plan for that in our bid?
Answer 1: Slash debri may remain on site as long as it meets the 4 inch fuel depth requirements. Excess slash and larger logs shall be moved to landing or agreed upon piling locations. Some portions may be too difficult to move all material and will depend on feasibility.
The other bid item of biomass removal, if awarded, would need to have biomass over that 4 inch depth removed off site. This is the optional bid item.
Question 2: Do heavy slash accumulations, that can’t be mitigated with mastication, in the southern portion of the project need to be moved all the way to the access roads or will there be a site selected closer? What would be a good average distance to plan for having to move excessive slash accumulations?
Answer 2: The heavy slash accumulations do need to be moved to the landing/accessible location for concurrent or future removal. The main slash accumulation is unit 1 with the mill. Average moving distance is 200 feet. A small area shows approximately 400 feet. Some material will need to be used as fill to cross existing mining cuts.
Question 3: Do merchantable logs fall under the “biomass” purchase or is the biomass strictly non- merchantable volume?
Answer 3: Biomass is non-merchantable volume. Merchantable timber to be cut and decked concurrently as a part of this contract.
Question 4: Do Merchantable logs fall under the “biomass” purchase or is the biomass strictly non-merchantable volume?
Answer 4: Merchantable logs will be decked as part of this contract. Merchantable timber “decks” will be a separate contract.
Question 5: Is the reference to Todd Valley, Forest Hills, Ca, on page 2 of the Performance Work Statement, paragraph 2, a clerical error?
Answer 5: Yes, this is a clerical error. Todd Valley, Forest Hill, CA should be replaced with Nevada City, CA.
