About this opportunity

The U.S. Embassy in Podgorica, Montenegro, through the Department of State, is soliciting quotations for fuel system spare parts under RFQ 19MJ1925Q0011. The procurement includes 60 line items comprising various technical components such as electric actuators, solenoid valves, filters, sensors, flow meters, control relays, power supplies, and networking equipment for the embassy's fuel systems. Quoters must submit a completed SF-18 form, technical and price proposals, evidence of SAM.gov registration, client references from the past two years, and proof of an established business with permanent address. The contract will be awarded on a firm-fixed price basis to the responsible company submitting the lowest-priced acceptable quotation, with the government intending to award based on initial quotations without discussions unless needed. The deadline for questions is August 7, 2025, at 4:00 PM CEST, and quotations must be submitted electronically to PodgoricaSolicitations@state.gov by August 21, 2025, at 4:00 PM CEST.

This procurement does not utilize any small business set-aside designations and is open to all qualified contractors. While the majority of the procurement is competitive, the documentation includes a single source justification for two specific Franklin Fueling Systems submersible turbine pumps (models STP75B-042-00 and STP150B-VL2-17) valued at approximately $46,000, justified as brand-name purchases due to compatibility requirements with existing fuel systems and warranty considerations. All 60 line items must consist of new equipment, with delivery required no later than 180 days from the contract award date. The place of performance is the U.S. Embassy in Podgorica, Montenegro, where these spare parts will support critical backup generator fuel systems. The procurement is being conducted under commercial item procedures in accordance with FAR 12.6, with no value-added tax applicable to the contract.
