About this opportunity

The U.S. Army Corps of Engineers, Japan District is conducting market research for three Design-Bid-Build (DBB) fueling system repair projects at Marine Corps Air Station (MCAS) Futenma in Okinawa, Japan. This pre-solicitation notice seeks to identify local sources—firms physically located and licensed to conduct business in Japan—capable of performing comprehensive fuel system repairs and upgrades. Key requirements include expertise in electrical system repairs, grounding improvements, fuel tank maintenance, and hazardous material handling, with particular attention to asbestos and lead paint abatement in compliance with OSHA and EPA guidelines. The evaluation will consider respondents' technical capabilities, experience with similar projects, and ability to manage complex fuel infrastructure work in a military environment. The response deadline for this market survey is November 3, 2025, and interested firms are encouraged to submit detailed capability statements addressing the government's specific technical requirements outlined in the sources sought notice.

This market research announcement includes no set-aside designations and does not identify any incumbent contractors. The project magnitude has been estimated at between YEN67,500,000 and YEN135,000,000 (approximately $500,000 to $1,000,000 USD), covering three distinct contract line items focused on the military gas station, direct fueling system, and bulk fuel site repairs. The work encompasses electrical panel replacements, emergency fuel shutoff station installation, fuel tank grounding modifications, and seal-off operations across multiple facilities (Buildings 630, 630A, 630B, 630C, and associated infrastructure). Implementation is scheduled for April 2025, requiring contractors to manage work around active military operations while maintaining strict compliance with environmental and safety regulations. The government explicitly states that this market survey does not constitute a commitment to solicitation or award and will not provide compensation for submitted information, though collected industry feedback will inform the formal acquisition strategy.
