About this opportunity
The Department of State seeks supply and delivery of high-grade heating oil (diesel) to the U.S. Embassy in Amman, Jordan, with proposals due July 7, 2026, at 14:00 Jordan local time. This is an IDIQ contract with no set-aside, and award will be made to the lowest priced, technically acceptable, responsible offeror based on initial proposals without discussion.
Place of performance is the Embassy Amman compound and official residences within a 15-kilometer radius. Deliveries occur between 08:00 and 18:00, Sunday through Thursday, with 24-hour advance notice required. Emergency fuel delivery is required at any time, including weekends and holidays, at the contract unit price.
The contract minimum is 20,000 liters per period; maximum is 2,600,000 liters. The base contract period is 12 months with four optional years and a potential six-month extension. Historical consumption data shows annual usage ranging from 1.7 to 1.85 million liters. Pricing must be submitted in Jordanian Dinar using the Government of Jordan's official diesel price for June 2026. Two separate contract line items exist: SubCLIN 1 for heating oil pricing per liter and SubCLIN 2 for delivery charges per liter. Economic Price Adjustment applies only to Government of Jordan fuel price changes; delivery prices remain firm and fixed.
Fuel must meet EN standard Euro 5 (10 PPM Sulfur). Contractor must provide evidence of general liability insurance at 100,000 JOD per occurrence / 300,000 JOD cumulative, designate an English-fluent Project Manager, submit monthly delivery reports and meter calibration certificates every six months, and furnish independent third-party laboratory inspection reports at no additional cost. Subcontracting is prohibited; Joint Ventures are allowable if all partners maintain active SAM registration. The contractor assumes full responsibility for labor, equipment, materials, transportation, spill kits, fire extinguishers, and grounding cables. Offerors must establish a Jordan office within 30 days of award. All proposals must include proof of active SAM registration with valid UEI and CAGE code; failure to provide such proof results in disqualification. The James Zadroga Act 2% tax withholding applies unless an exemption is claimed via IRS Form W-14. NAICS 424720, PSC 9140. Questions were due June 4, 2026; a pre-proposal conference occurred June 10, 2026. Anticipated contract start is October 27, 2026.
