About this file

This is Amendment 0002 to Solicitation No. 19J01026R0004, issued by the American Embassy Amman, Jordan on June 30, 2026, for diesel fuel supply and delivery services. The amendment incorporates minutes from a June 10, 2026 pre-proposal conference and questions and answers submitted by interested offerors, and revises specific requirements within the original solicitation.

Key requirement modifications include: diesel deliveries shall be made between 08:00-18:00 Sunday through Thursday (removed Saturday availability); tanker truck capacities are anticipated at approximately 18,000 liters for Embassy compound deliveries and 9,000-18,000 liters for residential locations, provided for planning purposes only; fuel specifications are revised to mandate EN standard Euro 5 – 10 PPM Sulfur compliance; acceptable tolerance between contractor and Embassy fuel meters shall be within industry standard calibration limits, with invoicing based on contractor meter readings; fuel inspection reports must be provided by independent, accredited third-party laboratories at no additional cost; and emergency fuel delivery is now required at any time, including weekends and holidays, at the contract unit price without additional charges. Offerors shall submit pricing based on Jordan's officially issued fuel price for June 2026. FAR 52.216-2 is removed from Section 2. Historical consumption data from the current contract is incorporated as Exhibit 1, showing consumption ranging from 1,702,579 to 1,846,538 liters across contract years from October 2021 through October 2025. A new Price Adjustment clause is incorporated allowing unit price adjustments for High-Grade 95-Octane Gasoline based solely on official price changes mandated by the Government of Jordan, excluding adjustments for wages, overhead, materials, or profit, and precluding requests after final payment.
