The agency seeks contractors with facilities to store 1,001,000 barrels of fuel (620,000 barrels of Aviation Turbine Fuel Grade JP5 and 381,000 barrels of Naval Distillate Diesel Grade F76) at a single location with 24/7 berthing capabilities for tanker/barges outside military ports. This pre-solicitation notice indicates no set-aside designation has been applied, making it open to all qualified contractors regardless of business size. The notice does not identify any incumbent contractors or provide specific award values, as this is purely an information-gathering exercise with no commitment to award. The government emphasizes that the total annual throughput will be determined later for each 12-month contract period, and contractors unable to meet the full 1,001,000-barrel storage capacity should provide information on what capacity they can support. The opportunity falls under NAICS code 493190 (Other Warehousing and Storage) and PSC code M1NA (Operation of Fuel Supply Facilities), indicating the specialized nature of petroleum storage and handling services required. Interested parties can direct questions to Contract Specialist Claude Johnson or Contracting Officer Careka Squire at the provided contact information.
