About this opportunity
The Department of State seeks fuel services (gasoline and diesel) for the U.S. Embassy in Rabat, Morocco, with quotations due May 20, 2026, at 16:00 local time, and questions due April 30. The procurement is designated for Women-Owned Small Business (WOSB) set-aside.
Place of performance is the U.S. Embassy Rabat, Km 5.7, Avenue Mohammed VI, Souissi, Rabat 10170, Morocco. The contract period runs July 1, 2026, through June 30, 2027, structured as fixed-price with economic price adjustment and indefinite quantity/indefinite delivery terms. The Government guarantees a minimum of 10,000 liters each of diesel and gasoline, with a maximum contract ceiling of 160,000 liters total. Amendment 0001 (effective May 12, 2026) clarifies that the Embassy requires approximately 80,000 liters annually each of diesel and gasoline, with potential for five deliveries per year, and may place orders as small as 5,000 liters based on operational needs.
Offerors must provide evidence of an established business in Morocco specializing in fuel acquisition and delivery, submit a proposed English-proficient project manager, supply past performance references, and submit third-party certified financial statements for the past two years demonstrating profitability and financial responsibility. Fuel deliveries must occur between 08:00 and 16:00 Monday through Friday, within 24 hours of a Delivery Order subject to prior coordination. All fuel will be tested for quality and water contamination upon arrival; contaminated deliveries will be rejected in full. Pricing must be submitted separately for gasoline and diesel on a per-liter basis, with Value Added Tax (VAT) at 20 percent shown as a separate line item. Subcontracting and co-venturing are prohibited; the contractor must remain the sole prime contractor throughout performance. Award will be made to the lowest-priced acceptable and responsible offeror based on initial quotations, although discussions may be held with competitive-range companies if necessary.
