About this file

This is an Amendment of Solicitation (Amendment 0001) issued by the General Services Office Procurement-Contracting Unit at the US Embassy Rabat, Morocco for Solicitation No. 19M05526Q0001 dated April 21, 2026. The amendment was effective May 12, 2026, and serves solely to post questions and USG responses regarding fuel services procurement. The deadline for submission of quotes remains unchanged at May 20, 2026, at 16:00 local time. No contractor signature is required on this amendment.

The Questions and Answers attachment addresses fuel delivery requirements for the Embassy. The Embassy requires approximately 80,000 liters annually each of diesel and gasoline, with potential for five deliveries per year. Standard delivery must occur within 24 hours of a Delivery Order, subject to prior coordination. There is no strict minimum per-delivery quantity; the Embassy may place orders as small as 5,000 liters based on operational needs. The Embassy's diesel storage capacity is approximately 75,000 liters, and while the contractor must ensure uninterrupted supply and maintain sufficient responsiveness to prevent shortages, no specific minimum stock level is mandated unless otherwise agreed. Regarding subcontracting restrictions, offerors are directed to Section 3, Item A.2 of the main solicitation (page 26) for clarification on whether prime contractors may rely on local fuel suppliers while maintaining full responsibility for execution, delivery, and compliance.

Questions and Answers

Fuel Services – Solicitation No. 19M05526Q0001

Deadline for Receipt of Questions: April 30, 2026, at 16:00 Local Time

Q1: Historical monthly consumption of diesel/gasoline or average number of delivery trips per month.

A1: The Embassy’s average yearly consumption is approximately 80000 liters of diesel and 80000 liters of gasoline. This may vary depending on operational requirements. The vendor may deliver the quantities 5 times per year

Q2: Required delivery timelines after issuance of a Delivery Order (e.g., same day, 24h, 48h), including any defined response time or service level expectations.

A2: Standard delivery is expected within 24 hours following issuance of a Delivery

Order, subject to prior coordination.

Q3: Whether there is any minimum per-delivery quantity (e.g., can the Embassy place orders as low as 200 liters?) or if a minimum tanker load is expected.

A3: There is no strict minimum delivery quantity. The Embassy may place orders based on operational needs, including smaller quantities (e.g., around 5000 liters), if necessary.

Q4: Existing diesel storage capacity at the Embassy and any minimum stock level requirements expected from the contractor.

A4: The Embassy’s diesel storage capacity is approximately 75000 liters. The contractor is expected to ensure uninterrupted supply and maintain sufficient responsiveness to avoid stock shortages; however, no specific minimum stock level is mandated to be held by the contractor unless otherwise agreed.

Q5: Given the restriction on subcontracting, whether the Prime Contractor may rely on local fuel suppliers for sourcing, provided that full responsibility for execution, delivery, and compliance remains entirely under the Prime Contractor. For clarity, all coordination and performance will be carried out 100% in presence by our company.

A5: Please refer to Section 3, Item A.2 of the solicitation (page 26) for the requested information.
