About this opportunity
The U.S. Coast Guard seeks fuel removal services for a crashed MH-60T helicopter at AIRSTA Sitka, with quotations due September 1 at 10:00 AM. The procurement is a total small business set-aside issued as a firm fixed-price RFQ under FAR Part 12 commercial item procedures.
Place of performance is Sitka, Alaska. The contractor must recover approximately 637 gallons (4,160 pounds) of JP-5 aviation fuel from three damaged aircraft fuel cells and transfer the recovered fuel uphill approximately 400 feet in elevation to a designated staging area at Harbor Mountain Road picnic area, with all work completed no later than September 7. The contractor provides all labor, equipment, materials, pumps, hoses, containers, spill-control equipment, transportation, and disposal services. The site features steep 40–60 degree slopes, dense forest, wet terrain, significant fall hazards, and no vehicle access; the contractor must conduct operations with minimal disturbance to aircraft wreckage and evidence. Prior to commencing work, the contractor must submit a Technical Execution Plan and Activity Hazard Analysis addressing equipment specifications, pumping configurations, fuel-cell access methods, stabilization techniques, secondary containment, spill prevention, and emergency procedures.
NAICS code is 562910 (Remediation Services) and PSC code is F108 (Environmental Systems Protection—Environmental Remediation). Evaluation applies the Lowest Price Technically Acceptable standard, with technical capability and understanding rated Acceptable/Unacceptable as the primary criterion; failure to demonstrate ability to complete by September 7 results in technical rejection. The procurement incorporates prevailing wage determinations for Sitka, Alaska under the Service Contract Act. Offerors must register in SAM and submit FAR 52.212-3 Offeror Representations and Certifications with Alternate I. Quotations must be submitted electronically to the Contracting Officer and Contract Specialist.
