About this opportunity
The U.S. Embassy Bridgetown is soliciting quotations for preventative maintenance services on a fuel management system, including fuel storage tanks, fuel pumps, pump controllers, control panels, liquid level control systems, and instrumentation. The Department of State is seeking competitive quotations from responsible contractors capable of delivering comprehensive annual maintenance services. Offerors must be registered in the System for Award Management (SAM) database with an active account at the time of proposal submission, and failure to maintain such registration will result in non-responsive designation. The Government intends to award a contract to the lowest-priced, technically acceptable responsible offeror without discussions, although discussions may be held with offerors in the competitive range if necessary. Quotations must be submitted electronically to Bridgetownprocurement@state.gov by May 28, 2026, at 10:00 a.m. local time in MS-Word, MS-Excel, or Adobe PDF format with a maximum file size of 30MB. All submissions must include the SF-1449 form, pricing information for each contract year, proof of SAM registration, certificates of insurance (public liability and worker's compensation), and demonstration of relevant past performance and experience.
This solicitation carries no set-aside designation and does not identify any current incumbent contractors. The contract structure includes an initial one-year base period with four optional one-year renewal periods, establishing a potential five-year performance timeline. Pricing submissions must encompass all costs for labor, materials, tools, equipment, hazardous substance disposal, manufacturer's warranty coverage, insurance, overhead, profit, and applicable Value-Added Tax (VAT), with repairs excluded from the maintenance contract and billed separately. Emergency services and repair labor rates are requested for pricing reference but not included in the base maintenance pricing. The place of performance is Barbados, where the U.S. Embassy Bridgetown is located, and the work falls under NAICS code 811310 (Commercial and Industrial Machinery and Equipment Repair and Maintenance) and PSC code J091 (Maintenance/Repair/Rebuild of Equipment—Fuels, Lubricants, Oils, and Waxes).
