About this opportunity
The Naval Air Warfare Center Aircraft Division in Lakehurst, New Jersey is seeking labor and travel services for testing Fuel Control Test Sets (FCTS) across all supported platforms in connection with an Engineering Change Proposal (ECP). Specifically, the procurement focuses on Low Impedance (LoZ) design change testing, which is critical to completing the current ECP effort. The Department of the Navy intends to award a sole source, fixed price modification to the existing Indefinite Quantity/Indefinite Delivery contract N68335-20-D-0008 under Title 10, U.S.C. Section 2304(c)(1) authority, which permits procurement from a single responsible source when no other supplies or services will satisfy agency requirements. The Government will consider all responses received within fifteen calendar days from the October 22, 2025 publication date; however, a determination to proceed with competitive procurement remains solely at the Government's discretion. Interested parties must direct inquiries to Mr. Paras Patel at paras.d.patel.civ@us.navy.mil or 240-587-1627, and all offerors must be registered in the System for Award Management (SAM) database prior to submission.
Ultra Electronics ICE (CAGE 5Y111), located in Manhattan, Kansas, is the current incumbent contractor and serves as both the design activity and Original Equipment Manufacturer (OEM) for the Fuel Control Test Set. No set-aside designation applies to this procurement. While specific award values or budget ranges are not disclosed in this pre-solicitation notice, the modification involves procurement of labor and travel expenses necessary to conduct comprehensive testing across all FCTS-supported platforms. The fixed price nature of the modification indicates that costs will be established through negotiation with the incumbent contractor. No formal solicitation document will be issued; instead, responses expressing interest must be submitted by November 6, 2025 for consideration in determining whether competitive procurement will be pursued.
