About this opportunity
The Naval Air Warfare Center Aircraft Division Lakehurst, New Jersey intends to negotiate a sole source fixed price contract modification with Ultra Electronics ICE for labor and travel services to test Fuel Control Test Sets (FCTS) Engineering Change Proposal modifications across all supported platforms. The procurement is being conducted under the statutory authority of Title 10 U.S.C. Section 2304(c)(1) and FAR 6.302-1, justifying sole source acquisition because only one responsible source can satisfy the agency requirements. Ultra Electronics serves as both the design activity and original equipment manufacturer of the Fuel Control Test Set, making them uniquely qualified to perform the required Low Impedance design change testing necessary to complete the current ECP effort. While this is not a competitive solicitation, the government will consider responses from interested parties received within seven days of the October 15, 2025 publication date. The response deadline is October 22, 2025, and interested parties must contact Mr. Paras Patel at paras.d.patel.civ@us.navy.mil or 240-587-1627.
This procurement does not utilize any set-aside designations and targets Ultra Electronics ICE (CAGE code 5Y111) located in Manhattan, Kansas as the sole source contractor. The contractor must be registered in the System for Award Management database prior to submitting any offer for consideration. No specific contract value or budget range has been disclosed in this pre-solicitation notice. The work involves testing modifications across multiple platforms that the FCTS currently supports, though the exact number of platforms or timeline for service completion is not specified. The procurement falls under NAICS code 334513 for Instruments and Related Products Manufacturing and PSC code 4920 for Aircraft Maintenance and Repair Shop Specialized Equipment.
