About this opportunity
The Department of the Air Force Pacific Air Forces, specifically the 354th Eielson Contracting Squadron, is soliciting Architect and Engineering (A&E) qualification packages for Title I design services to replace a 150 kVA pole-mounted transformer with a pad-mounted transformer, upgrade interior and exterior facility lighting, and install heated bollard outlets (HBO) with associated panelboards at Jack's House on Eielson Air Force Base. Qualified firms must demonstrate expertise in civil, geotechnical, and electrical engineering with specialized experience in DoD facility design, sub-arctic or arctic climate design, lighting design, and HBO system design. The government will evaluate submissions using a Combined Technical/Risk Rating Method across five criteria: professional qualifications, specialized experience, capacity, past performance, and geographic proximity, with color-coded ratings ranging from Blue (Outstanding) to Red (Unacceptable). Offerors must submit a combined package including the Instructions to Offerors/Evaluation Factors Document, Standard Form 330 (SF-330) Architect-Engineer Qualification form, and a Past Performance Questionnaire (PPQ). The proposal deadline is November 20, 2025, and the contract schedule requires delivery of 100% design documents within 141 calendar days, structured in three phases: 65% design (55 days), 95% design (30 days), and 100% final documents (14 days).
This solicitation is designated as a Total Small Business set-aside with no identified incumbent contractors. The project will be performed at Eielson Air Force Base in Eielson, Alaska 99702, in the sub-arctic environment requiring compliance with specific Air Force Unified Facility Criteria and industry standards including NFPA and ASHRAE specifications. Following initial technical evaluations, the government will conduct discussions with the top three ranked firms, after which a pricing proposal will be requested from the highest-ranked firm for final source selection. While a specific award value is not disclosed in the solicitation notice, the Basis of Estimate document indicates this is a 100% design project for Fiscal Year 26 with comprehensive cost estimation parameters included. The design must be certified by a Registered Professional Engineer and delivered in multiple formats including AutoCAD and PDF, with all work focused on improving maintenance accessibility and complying with current electrical power distribution and lighting system requirements.
