About this file

This Statement of Work (SOW) details a design project for replacing the transformer and lights at Jack's House (B1306) on Eielson Air Force Base in Alaska. The project involves replacing a 150 kVA pole-mounted transformer with a pad-mounted transformer, upgrading interior and exterior facility lighting, and installing a new heated bollard outlet (HBO) with associated panelboards. The primary objectives are to improve maintenance accessibility, comply with UFC 3-550-01 for electrical power distribution, and meet UFC 3-530-01 lighting system requirements.

The design process is structured in three tasks with specific deliverables and review stages: 65% design (55 calendar days after Notice to Proceed), 95% design (30 calendar days after NTP), and 100% final documents (14 calendar days after final review). The Architect-Engineer (A-E) must provide comprehensive design documents, including drawings, specifications, cost estimates, design analysis, and a constructability review. The project will be designed for the sub-arctic environment, adhering to various industry standards including NFPA, ASHRAE, and Air Force-specific criteria. The final design must be certified by a Registered Professional Engineer and submitted in multiple formats, including AutoCAD and PDF.

SECTION 1

SPECIFIC REQUIREMENTS DESIGN FOR

FTQW 261101; REPLACE TRANSFORMER AND LIGHTS JACK HOUSE

1.01. GENERAL: The Architect-Engineer (A-E) shall perform the services as described in the subsequent Sections of this Statement of Work (SOW) and as described below. If there are conflicts between other sections of the SOW and this Section, the provisions of this Section shall have precedence.

1.02. BACKGROUND: Jack’s House (B1306) at Eielson Air Force Base (AFB), AK was constructed in 1965 and its pole-mounted transformer is becoming increasingly hard to maintain. The facility currently has a 150 kVA pole-mounted transformer which must be replaced with a pad-mounted transformer for easier maintenance and to be in compliance with UFC 3-550-01, Exterior Electrical Power Distribution.

Additionally, the building requires new interior and exterior lighting and new heated bollard outlet (HBO) with associated panelboards.

1.03. SCOPE OF DESIGN PROJECT:

A. General: The work included in the scope of A-E Title I Services (Design Phase Services) for this design project encompasses replacement of the existing 150 KVA pole-mounted transformer with a new pad-mounted transformer of the same size, interior and exterior facility lighting, and HBO panelboards; collecting/reviewing project data and records; developing design concepts and cost estimates; attendance and participation in review meetings; and making revisions requested by the Government. The contractor is expected to submit intermediate design documents and ultimately produce a complete design based on specified requirements and comments received during the 65%, 95%, and 100% design review meetings.

This information will be utilized to prepare comprehensive drawings, schedules, specifications, and cost estimates for all facets of work and disciplines/trades involved in the construction project. The primary objective is to develop a biddable set of construction documents tailored to address the unique challenges presented by the extreme Arctic conditions at Eielson AFB, AK. The comprehensive documentation will guide the successful execution of the following key design tasks:

B. Specific Project Goals:

1. Design of Pad-Mounted Transformer: Ensure the design meets or exceeds the needs of the facility and the requirements set forth in UFC 3-550-01.

2. Design of Interior & Exterior Lighting: Ensure the design meets the foot-candle requirements for the facility, as outlined in UFC 3-530-01, Interior and Exterior Lighting Systems.

3. Design of HBO Panelboards: Ensure the design of the replacement panelboard includes 20A, GFCI circuit breakers.

C. The work required under this contract includes analysis and design services necessary to design a construction project to accomplish the goals described above.

D. The final design product shall include the following items: Complete specifications and drawings necessary for the Government to advertise and award a construction contract for the work. The A-E’s design shall include provisions for the abatement and disposal of any hazardous materials that would be disturbed as a consequence of performing the work of this project.

E. The A-E is expected to include drawings and photographs with the body of each submittal as necessary to adequately describe the work involved. Drawings associated with each submittal

shall be of a sufficient size so that details and notes are easily readable. Drawings 11"x17" or smaller may be bound with the report.

1.04. TASKS: The design shall be divided into three (3) tasks. The Government shall neither approve payment for a task nor issue Notice to Proceed for the subsequent task until all work under the task is complete and the A-E has provided all the listed Contract Deliverable Items applicable to the task.

Review conferences shall be scheduled by the Contracting Officer (CO) and be held at Eielson AFB. The A-E firm shall attend with all necessary engineer disciplines. Reviewers will submit written comments on the investigation or design. Comments will be provided to the A-E for response prior to the meeting. The A- E may make a presentation at each meeting if necessary for the design or review process.
