About this opportunity

The United States Special Operations Command has awarded a sole-source contract extension to Gentex Corporation for continued procurement of FTHS-Ballistic and Bump Helmets under contract H9240319D0003, with a contract ceiling of $95 million and a 12-month ordering period extension expiring August 11, 2027.

USSOCOM cites 10 U.S.C. 3204(a)(1), only one responsible source, as the statutory authority. Market research through SAM.gov Sources Sought postings and a Notice of Intent (May–June 2026) confirmed no alternative vendors possess the capacity or mature capabilities to meet USSOCOM's technical requirements for weight, ballistic performance, blunt impact protection, interoperability with special operations forces equipment, and delivery timelines. Gentex was competitively awarded the original contract in April 2019. The extension is necessary because testing delays from the October–November 2025 government shutdown caused the original contract to expire August 11, 2026; the extension provides USSOCOM with continued procurement capability while the government completes ongoing prototype development under 10 USC 4022 and prepares to award a follow-on production contract for a next-generation ballistic helmet system, anticipated in April 2027. The requirement covers ballistic and non-ballistic helmet shells, suspension systems, chinstrap/retention systems, Visual Augmentation System shrouds, and accessory rails available in Multicam configuration. NAICS 339999 (All Other Miscellaneous Manufacturing); PSC 8465 (Individual Equipment).
