Justification and Approval (J&A) for Family of Tactical Helmet Systems (FTHS) Contract Extension
This document is a Justification and Approval (J&A) for Amendment 02 to an Indefinite Delivery Indefinite Quantity (IDIQ) contract, authorizing a 12-month ordering period extension under contract H9240319D0003. The United States Special Operations Command (USSOCOM), through its Special Operations Forces Acquisition, Technology and Logistics directorate, seeks to extend the current contract with Gentex Corporation for the continued procurement of FTHS-Ballistic and Bump Helmets. The contract maintains an unchanged ceiling of $95,000,000.00 and is non-competitive, awarded under the "Only One Responsible Source" authority (10 U.S.C. 3204(a)(1)). The extension provides USSOCOM with continued helmet procurement capability while the government completes ongoing prototype development under 10 USC 4022 and prepares to award a follow-on production contract for the next generation ballistic helmet system.
The requirement covers ballistic and non-ballistic helmet shells, suspension systems, chinstrap/retention systems, Visual Augmentation System (VAS) shrouds, and accessory rails available in Multicam configuration. Gentex was competitively awarded the original contract in April 2019 and remains the sole source capable of meeting USSOCOM's technical requirements for weight, ballistic performance, blunt impact protection, interoperability with SOF equipment, and delivery timelines. Market research conducted through SAM.gov Sources Sought postings and a Notice of Intent (May-June 2026) confirmed no alternative vendors possess the capacity or mature capabilities to satisfy requirements. Testing delays from the October-November 2025 government shutdown necessitated this extension, with the original contract expiring August 11, 2026. The extension will expire August 11, 2027, providing sufficient time for USSOCOM to complete prototype testing (Phase IV and V) and award the next-generation helmet production contract, anticipated in April 2027.
