About this opportunity

The Agricultural Marketing Service (AMS) of the Department of Agriculture has issued a Special Notice regarding revisions to the Commodity Requirements Document for Frozen Pancakes. The notice focuses on updating specifications for frozen pancakes intended for domestic food distribution programs. Specifically, the AMS has made several key modifications to the existing requirements, including mandating that any non-whole grain portion of the pancakes be enriched and introducing a maximum limit for added sugars. Additional changes encompass more detailed temperature requirements and other technical adjustments to the commodity specifications. The Special Notice was posted on March 31, 2025, with the same date marked as the due date for potential contractors.

Contractors interested in supplying frozen pancakes must adhere to stringent specifications outlined in the revised document. The pancakes must be Type II Frozen (Individually Quick Frozen), round, 4 inches in diameter, with whole grain as the primary ingredient and containing at least 50% whole grain content. Critical requirements include a sodium content not exceeding 130 mg per serving, added sugars limited to 3g per serving, and each serving must equal 1 oz. equivalent grain. Temperature control is crucial, with pancakes required to be held, transported, and stored at 0 degrees Fahrenheit or lower, risking rejection if temperatures exceed 10 degrees Fahrenheit during loading or receipt. Contractors must provide commercial brand products with a proven distribution history, use current commercial shipping practices, and include specific labeling such as "Not for Retail Sale" and "KEEP FROZEN". Additionally, they must perform product testing, maintain a Certificate of Analysis for seven years, and immediately notify the government of any lots failing to meet contract requirements.
