About this file
This is a USDA Commodity Requirements Document for Frozen Pancakes, effective March 2025, detailing specifications for frozen whole wheat pancakes intended for domestic food distribution programs. The document specifies that the pancakes must be Type II Frozen (Individually Quick Frozen), round, 4 inches in diameter, with whole grain as the first and primary ingredient, containing at least 50% whole grain content. Additional requirements include a sodium content not exceeding 130 mg per serving, added sugars limited to 3g per serving, and each serving must equal 1 oz. equivalent grain. Temperature requirements mandate that pancakes must be held, transported, and stored at 0 degrees Fahrenheit or lower, with potential rejection if the temperature exceeds 10 degrees Fahrenheit during loading or receipt.
The document covers commercial packaging requirements, stipulating that contractors must supply commercial brand products with a history of successful distribution, use current commercial shipping practices, and include specific labeling such as "Not for Retail Sale" and "KEEP FROZEN". Contractors must perform product testing, maintain a Certificate of Analysis for seven years, and immediately notify the government of lots failing to meet contract requirements. The material code 110393 is assigned for Whole Wheat Frozen Pancakes, with a standard truck load of 2,100 cases weighing 22,680 lbs. The pancakes must have a shelf life of at least one year and not be manufactured more than 60 days prior to shipping.
