About this opportunity
The Department of Agriculture Agricultural Marketing Service issued an updated Federal Purchase Program Specification for Whole Eggs and a Supplement for Egg Products, effective October 2026, with a response deadline of December 31, 2026. The supplement covers egg products including Hard Boiled Eggs, Whole Eggs, All Purpose Egg Mix, and Egg Patty purchased through the AMS Master Invitation for Bids Domestic Programs (MIFB-D), and removes the prior USDA generic UPC label requirement.
Effective January 2027, AMS transitions all contract compliance from grading-based monitoring (Option A) to audit-based acceptance services conducted by the AMS Quality Assessment Division (Option B). Contractors must request QAD approval prior to bidding. Under Option A, contractors provide continuous on-site AMS Grader supervision during production with pre-production plant surveys and post-award monitoring. Under Option B, contractors submit product samples and technical proposals during the pre-bid period (10 working days for evaluation), followed by onsite capability assessment audits covering food defense, production compliance, and record review. Post-award assessment audits occur at production commencement with frequency not less than monthly for continuous or multiple contracts, or once per contract for intermittent contractors. Technical proposals must follow specified formats documenting quality control programs, production descriptions, quality assurance methods, corrective actions, and preventative measures using the Plan-Do-Check-Act framework. Contractors bear all costs associated with AMS representative services, including audits and official documentation. Product samples must be submitted frozen (0°F or lower) or refrigerated (34°F to 40°F); bulk liquid whole eggs do not require samples. Technical proposals should be submitted to designated AMS email addresses in Microsoft Word format.
