The procurement is specifically for various frozen fruit items including apple slices, wild blueberries, and highbush blueberries, intended for use in national nutrition programs like the National School Lunch Program. To be eligible to submit offers, potential contractors must meet AMS vendor qualification requirements established under Federal Acquisition Regulation Subpart 9.2, with vendor qualification contacts available at newvendor@usda.gov. All bids must be submitted electronically through the USDA Web Based Supply Chain Management (WBSCM) system, with offers due by February 6, 2025. The solicitation requires that all commodities and products be grown, processed, and prepared exclusively in the United States, adhering to Agricultural Acquisition Regulation standards.
The solicitation includes several small business set-aside provisions, with specific allocations for different fruit products: 100% small business set-aside for wild blueberries and apple slices, 10% service-disabled veteran-owned small business (SDVOSB) for apple slices, and partial small business set-asides for highbush blueberries. Products must be from the 2024 crop year or newer, with deliveries scheduled between April 1-June 30, 2025, to various locations including sites in New Jersey, New York, Illinois, Missouri, West Virginia, and Florida. New contractors will be limited to 10 truckloads per product during an initial probationary period, with full participation contingent upon successfully delivering at least 5 truckloads. The procurement will utilize the Commodity Procurement Program's standard approach, with packaging and container components being the only elements subject to World Trade Organization Government Procurement Agreement considerations. Complete specification details can be found in the attached solicitation documents available through the AMS website.
