About this opportunity

The U.S. Department of Transportation's Volpe National Transportation Systems Center is seeking a Pennsylvania-licensed driller to provide soil boring support services for a Supplemental Phase II Environmental Site Assessment at the former Frog, Switch & Manufacturing Company facility in Carlisle, Pennsylvania. The contractor must perform utility clearance procedures, advance soil borings to 15 feet below ground surface or bedrock refusal at 35 to 45 locations using 2-inch cores, and manage investigation-derived waste. Key qualifications include Pennsylvania driller certification/licensing, demonstrated experience with utility clearing using ground penetrating radar and electromagnetic scanning, and a minimum of two relevant references from projects completed within the past two years, with prior federal government work experience viewed favorably. Award will be made on a best-value basis with evaluation priorities given first to experience, past performance, and technical proposal; second to schedule; and third to price. Questions must be submitted by 1:00 PM EST on April 14, 2026, and proposals are due by 11:00 AM EST on May 4, 2026, with submission directed to Roland Regan at roland.regan@dot.gov.

This is a total small business set-aside with no identified incumbent contractor. The solicitation requests firm fixed-price proposals across three contract line items: primary drilling services, up to five optional additional drilling days, and up to three optional drums for contaminated soil disposal, with exact award value dependent on the contractor's proposed pricing. Work must be completed by July 31, 2026, with the contractor operating within 8:00 AM to 4:30 PM Monday through Friday hours, and no weekend or holiday work permitted without written approval. The place of performance is Carlisle, PA 17013, where the contractor will be responsible for obtaining all required permits, conducting utility clearance, backfilling completed borings, and managing all travel costs as part of the fixed-price proposal. The Contracting Officer's Representative is Michelle Heimgartner, Senior Environmental Engineer, and the contract falls under NAICS Code 238910 (Site Preparation Contractors) with a small business size standard of $16.5 million.

Notice text

A 2025 Phase II ESA conducted at the Site identified soil contamination from several metals and polycyclic aromatic hydrocarbons. The objective of this Supplemental Phase II ESA is to further characterize soil impacts by:
1. Delineating the areas of soil contamination through expanded sampling.
2. Collecting background samples to establish a standard for arsenic, which is a contaminant of concern that is naturally occurring.
The property known as Frog, Switch & Manufacturing Company totals approximately 31 acres and is located at 600 East High Street in Carlisle, Pennsylvania. Carlisle is a borough in Cumberland County. The Site is approximately 1 mile west of the intersection of Interstate 81 and Pennsylvania Route 641. The Site is relatively flat and slopes slightly to the west. Soils were found to consist mainly of a silty clay material underlain by limestone, which was encountered at varying depths across the Site, approximately ranging from 5 to 32 ft. below the ground surface. Surficial materials generally consisted of loams, sands, or material indicative of fill in the top few feet of the soil surface. Groundwater was not encountered above the limestone formation. The Site location and the boundaries of the investigation are included in solicitation Attachment 5.
