Summary of Standard Operation Procedures (SOPs)

These are two Standard Operation Procedures from the U.S. Department of Transportation Volpe National Transportation Systems Center. The first SOP (No. 002, Version 1.0, dated 01/09/23) addresses Site Access and Utility Clearance procedures. It establishes protocols for accessing sites and performing utility clearance before mobilizing for investigations. The procedure requires initiating contact with property owners at least 30 days prior to site visits, obtaining signed access agreements that specify the visit's objective, scope and schedule, and contacting call-before-you-dig services at least 72 hours before excavation. The SOP mandates utility marking using standardized color schemes (red for electric power, yellow for gas/oil/steam, blue for potable water, green for sewers, purple for reclaimed water, pink for temporary survey markings, and white for proposed excavation). Equipment requirements include site plans, personal protective equipment, health and safety plans, marking paint, field notebooks, colored pencils, and cameras. Quality assurance responsibility rests with Volpe Field Staff to ensure site access permission is obtained and utility clearance is performed in accordance with the SOP.

The second SOP (No. 010, Version 1.0, dated 01/09/23) covers Direct Push Technique Drilling procedures for subsurface soil sampling. This SOP describes the methodology for sampling soil at depths less than 50 feet below ground surface using direct push drilling technology. Key equipment includes personal protective equipment, sampling and analysis plans, field notebooks, Volpe monitoring well construction and boring logs, marking flags, photoionization detectors, cameras, tape measures, and polyethylene sheeting. The procedure requires reviewing sampling investigation documents, coordinating site access and utility clearance per SOP-002, performing equipment inspection, preparing proposed borehole locations with marked flags, discussing safety protocols around utilities during the safety tailgate meeting, collecting soil samples from the core, managing sample containers with appropriate labeling and preservation, decontaminating equipment, and handling all cuttings and excess sample material as investigation-derived waste per SOP-020. Documentation includes recording drilling locations, recovered core characteristics, soil lithology, and other notable characteristics in the Volpe Monitoring Well Construction and Boring Log.
