Soil Boring Support
Supplemental Phase II Environmental Site Assessment Frog, Switch & Manufacturing Company, Carlisle, PA
Attachment 3
STATEMENT OF WORK
1.0 INTRODUCTION
Under an Interagency Agreement, the U.S. Department of Transportation John A. Volpe National Transportation Systems Center (Volpe Center) is providing support to the U.S. Environmental Protection Agency Targeted Brownfields Assessments program. As part of this effort, a Supplemental Phase II Environmental Site Assessment (ESA), including the advancement of soil borings, will be conducted at the former Frog, Switch & Manufacturing Company (the Site) located at 600 East High Street, Carlisle, PA. This contract will provide assistance with the soil borings and related tasks as part of the Supplemental Phase II ESA.
2.0 BACKGROUND
A 2025 Phase II ESA conducted at the Site identified soil contamination from several metals and polycyclic aromatic hydrocarbons. The objective of this Supplemental Phase II ESA is to further characterize soil impacts by:
1. Delineating the areas of soil contamination through expanded sampling.
2. Collecting background samples to establish a standard for arsenic, which is a contaminant of concern that is naturally occurring.
The property known as Frog, Switch & Manufacturing Company totals approximately 31 acres and is located at 600 East High Street in Carlisle, Pennsylvania. Carlisle is a borough in Cumberland County. The Site is approximately 1 mile west of the intersection of Interstate 81 and Pennsylvania Route 641. The Site is relatively flat and slopes slightly to the west. Soils were found to consist mainly of a silty clay material underlain by limestone, which was encountered at varying depths across the Site, approximately ranging from 5 to 32 ft. below the ground surface.
Surficial materials generally consisted of loams, sands, or material indicative of fill in the top few feet of the soil surface. Groundwater was not encountered above the limestone formation.
The Site location and the boundaries of the investigation are included in Attachment 5.
3.0 TASKS TO BE PERFORMED
The Contractor must be a Pennsylvania licensed driller and shall conduct all work in accordance with Federal, State and local requirements as well as applicable Volpe Standard Operating Procedures (SOPs, see Attachment 2). Where inconsistencies exist, the Contractor shall follow the most stringent requirement. A schedule for these tasks is provided in Section 4.
3.1 Work Plan
The Contractor shall attend a kickoff meeting with Volpe Center representatives within five (5) business days of the contract award. During the meeting, Contractor tasks will be discussed, and Site work will be scheduled. Prior to the meeting, the contractor shall thoroughly review any Government-furnished information provided to them.
Within five (5) business days of the kickoff meeting, the Contractor shall submit the following in writing to the Volpe Center as part of a brief Work Plan:
1. A description of any required permits needed to perform the work. The contractor shall be responsible for obtaining those permits. Copies of the permits shall be submitted to the Volpe Center prior to the start of Site work. If no permits are required, justification for this should be cited.
2. A proposed schedule of the remaining Contractor tasks as outlined in the following subsections.
3. Site Safety and Health Plan, which shall include personnel health and safety precautions to be followed and a Risk Management Plan that identifies major risks and hazards the site and discusses ways to minimize these risks.
The Volpe Center will review the Work Plan within five (5) business days of receipt and submit any necessary revisions before approving.
3.2 Utility Clearance
The Contractor shall notify Call-Before-You-Dig (811) services in sufficient time before the commencement of soil boring activities. The Contractor shall follow all applicable laws and requirements to complete this notification. A copy of the notification ticket shall be submitted to the Volpe Center prior to soil boring activities.
In addition to Call-Before-You-Dig notification, the Contractor shall utilize ground penetrating radar and electromagnetic technologies (or equivalent equipment) to verify Call-Before-You-Dig markings and to complete a private utility locate. A Volpe field member will be onsite during this survey to identify each of the 45 proposed soil boring locations that are to be cleared. If obstructions are present that require a proposed boring to be moved, the Volpe field member will work with a Contractor to identify and clear an alternate location.
The locations of the 45 proposed borings (25 delineation locations, 10 background locations, 10 alternate background locations) are shown in Attachment 1.
3.3 Soil Boring Advancement
The Contractor shall advance soil borings at 35-45 locations with 2-inch cores to a depth of 15 feet bgs unless refusal is encountered at a shallower depth. If refusal that is not believed to be bedrock is encountered, a second attempt will be made to advance an offset boring. Additionally, if insufficient material volume is recovered from a boring, an additional offset boring may be required.
Borings are located on a variety of ground coverings, including bare soil, grass, forested areas, asphalt, thick concrete slabs, and concrete flooring. Subsurface conditions in the vicinity of proposed borings FROG-SB-201 to FROG-SB-208 have been found to be particularly difficult to drill through due to subsurface concrete. Additionally, vegetation and uneven terrain in a forested area may need to be navigated to access proposed borings FROG-SB-301 to FROG-SB-310. The Contractor shall be prepared to complete all borings to the required depths.
As soil borings are advanced, the Contractor shall lay soil sleeves out for logging, volatile screening, and sampling by Volpe personnel.
Completed borings shall be backfilled by the Contractor to surface grade using remaining drill cuttings from that borehole (unless grossly contaminated) and additional clean sand or bentonite as needed. Borings through concrete floors shall be patched/sealed by the Contractor.
During soil boring activities, the Contractor shall have three (3) 55-gallon steel drums made available for disposing of grossly contaminated soil cuttings. Empty/unused drums shall be removed from the Site by the Contractor at the end of soil boring activities. If the drums are used, the optional task 3.3.2 below may be authorized.
The Contractor is responsible security for staged equipment, if applicable.
This task is estimated to take 5 days.
3.3.1 Additional Days of Soil Boring
In the event that circumstances beyond the Contractor’s control necessitate extension of the drilling period beyond that provided by the Contractor Work Plan schedule, and such circumstances are determined, at the sole discretion of the Contracting Officer’s Representative (COR), not to be the fault of the Contractor, up to five (5) additional days of drilling are hereby established as additional Contract Line Item Numbers (CLINs). These additional drilling days must be prescheduled and expressly authorized in writing by the COR prior to the commencement of any such work.
Any authorized additional days that are not utilized shall be removed from the Statement of Work (SOW) and Purchase Order by bilateral modification.
3.3.2 Drums for Disposal of Grossly Contaminated Soil
If drill cuttings are determined by the Volpe Center to be grossly contaminated based on visual, olfactory, or volatile screening results, then they shall be placed into 55-gallon steel drums supplied by the Contractor.
The Contractor shall close and stage these drums in an area of the Site designated by the Volpe Center. The Contractor will not be responsible for handling or disposing these drums once they are closed and staged. The Volpe Center will conduct any further characterization and disposal of the drums as needed.
The use of drums is at the sole discretion of the COR. The cost of up to three (3) drums to be used and disposed of by Volpe are hereby established as additional CLINs. These drums must be authorized in writing by the COR prior to use. Any drums that are not used shall be removed from the SOW and Purchase Order by bilateral modification.
4.0 SCHEDULE
The Contractor shall prepare a schedule for completing the above-described tasks in this SOW and shall include it with their technical proposal. The Government would like this work completed as soon as possible. The period of performance for this effort shall be from date of award to July 31, 2026. Approximate work hours are from 8:00 a.m. to 4:30 p.m. Monday through Friday. THERE IS TO BE NO WORK on the weekends, Government holidays, or outside of set work hours unless approved and coordinated with the Volpe Center COR. In consideration of schedule delays or impacts stemming from inclement or extreme weather will be evaluated as needed.
