About this opportunity

The Department of Defense Education Activity intends to solicit cloud-based FOIA management software with a response deadline of June 5, 2026 at 1:00 PM EST. This is a Request for Information issued for planning purposes only and does not commit the agency to a future solicitation; no procurement award is guaranteed, and response costs are the responsibility of interested parties.

DoWEA anticipates a single award covering the period August 7, 2026 through August 6, 2031. The solution must be commercially available, off-the-shelf enterprise software compliant with all federal laws and regulations.

Required capabilities include a case management system with privileged access distinction, automatic tracking number assignment, email templates integrated with DoWEA's SMTP server, document management, fee tracking, and statistical reporting. The software must support manual FOIA request entry, automated workflows, custom reporting, and dashboard analytics. Electronic Data Review must include email deduplication, automated content categorization, role-based permissions, advanced keyword search, audit logging, and side-by-side document review. The solution requires AI-based automatic redaction and a Public Access Link connected to the National FOIA Portal with secure requestor portals and automatic case tracking. DoWEA will migrate data from the existing FOIAXpress system.

The contractor must provide 24/7/365 cloud hosting with one business day advance notice for upgrades, customer support with documented procedures, and complete User Acceptance Testing within 20 business days of award. All third-party software must meet FedRAMP Level 2 requirements at minimum, with case-by-case waivers possible. Responses should include company information, CAGE code, UEI, NAICS codes, point of contact, capability descriptions, data migration plans, non-binding pricing, and recommendations for improving requirements. Primes must perform at least 51 percent of work if subcontracting is proposed.
