About this opportunity

The Department of Homeland Security's Federal Emergency Management Agency (FEMA) is conducting market research to identify qualified contractors for a comprehensive roof and HVAC replacement project at the Federal Regional Center (FRC) in Denton, Texas. The project involves removing the existing roof membrane and insulation and replacing them with new materials, as well as replacing two current HVAC units with three smaller, more energy-efficient units to resolve existing leak issues and optimize building climate control. Interested contractors must submit a capability statement, past performance examples, and a cost estimate by April 28, 2025, at 11:00 AM CST to Contract Specialist Barbara Gonzalez and the Region 6 Procurement Branch. A mandatory site visit is scheduled for April 21, 2025, at 9:00 AM CST, with all industry representatives required to submit a completed facilities access form by April 17, 2025, at 12:00 PM CST. Contractors will be evaluated based on their business size, contract vehicles, SAM.gov registration, and ability to pass federal background checks.

The solicitation is not set aside for any specific business designation, making it open to various business types including small businesses, 8(a), HUBZone, and service-disabled veteran-owned businesses. The project falls under NAICS code 236220 for Commercial and Institutional Building Construction, with additional relevant codes including 238160 for Roofing Contractors and 238220 for Plumbing, Heating, and Air-Conditioning Contractors. The project has a defined 45-day period of performance, with work to be conducted during FEMA Denton Campus operational hours (7:30 AM-4:30 PM, Monday through Friday). Contractors will be required to comply with Davis-Bacon wage requirements and EPA regulations for refrigerant disposal. The new HVAC units must have a SEER rating of 18 or higher and will be installed in the Native Nations Room, shipping/receiving office, and lobby/security office. While specific award values are not detailed in the pre-solicitation notice, the project involves comprehensive replacement of roof and HVAC systems for a federal facility.
