About this opportunity

The Defense Logistics Agency Aviation (DLA Aviation) is conducting market research to identify potential sources for four Horizontal Balancing Machines for Fleet Readiness Center Southwest in North Island, California. The machines must have advanced technical capabilities, including specialized software packages for Electronic Zoning, Tooling Compensation, Multiple Run Averaging, and SAE ARP Testing, with specific dimensional constraints not exceeding 20.1 ft x 10.15 ft x 8.75 ft. Interested parties are required to submit responses by February 21, 2025, at 11:59 pm EST, with submissions limited to ten one-sided pages. The agency is seeking detailed information about vendors' capabilities, including company size, manufacturing status, potential subcontractor partnerships, and a comprehensive cost estimate covering machine cost, training, technical data, installation, equipment removal, shipping, and spare parts. Responses should provide comments on the attached statement of work and indicate whether the current technical specifications are achievable or if alternative solutions should be considered.

This pre-solicitation notice is not a set-aside contract and does not guarantee a future contract award. The procurement is for a single request for proposal covering four horizontal balancing machines to be installed in Building 472 at the specified location. While no specific budget range is explicitly stated, vendors are asked to provide a basis of estimate for the total financial requirements. The machines must meet rigorous technical specifications, including advanced CNC capabilities, specific software packages, and performance tolerances. The place of performance is clearly defined as Fleet Readiness Center Southwest (FRCSW) in North Island, California, with work hours restricted to 6:00 am to 2:30 pm PST, Monday through Friday. Vendors are encouraged to submit detailed responses demonstrating their technical capabilities and understanding of the complex machinery requirements, with the understanding that this is a voluntary information-gathering process and no funds are available for response preparation.
