About this opportunity
The National Geospatial-Intelligence Agency (NGA), a component of the Department of Defense, is seeking industry information on Automated Feature Extraction (AFE) capabilities to modernize its Foundation GEOINT production environment. The AFE solution must leverage artificial intelligence and machine learning to automatically identify, extract, and attribute geospatial features from imagery and other source materials across NGA's maritime, aeronautical, topographic, geographic, and geomatics mission domains. Key requirements include achieving 90% threshold accuracy for topographic, maritime, and aeronautical features with a 99% objective; processing 1GB files in under 10 minutes; maintaining 99.9% production environment availability; and integrating seamlessly with NGA's Vector & Cartographic Production System (VCPS), Foundation Digital Twin (FDT), and Foundation GEOINT Engine (FGE) using open APIs and standardized formats. The RFI evaluation will assess respondents' current AFE capabilities, technical readiness levels, data quality assurance and analyst-in-the-loop validation approaches, automated change detection capabilities, integration methodologies, scalability, reliability, security compliance, and ability to support deployment across both unclassified and classified security domains. Responses must be submitted by 5:00 p.m. ET on March 19, 2026, limited to 15 pages in Times Roman 12-point font and addressed to Harry Lanfersieck and Dee Hill at the NGA.
This pre-solicitation notice contains no set-aside designations and does not identify any incumbent contractors or current service providers. The RFI does not establish a specific award value or budget range at this preliminary planning stage. The anticipated performance period consists of a 12-month base period plus four optional 12-month periods, with work to be performed primarily at NGA facilities in Springfield, Virginia and St. Louis, Missouri. The solution must support monoscopic and stereoscopic feature extraction with batch processing capability while preserving original geometry and metadata, and must comply with stringent security requirements including Top Secret/Sensitive Compartmented Information (TS/SCI) clearance standards and DNI ICD 503 directive compliance. This RFI serves as an information-gathering phase prior to formal solicitation and does not constitute a commitment to award a contract; companies not responding to this request will not be precluded from participating in the subsequent formal solicitation.
