About this file
This is a Request for Information (RFI) issued by the National Geospatial-Intelligence Agency (NGA) Program Executive Office for Mapping, Charting, and Geodesy (PEO MC&G) seeking industry information on acquiring an Automated Feature Extraction (AFE) capability to modernize Foundation GEOINT production. The AFE solution will automatically identify, extract, and attribute geospatial features from various data sources including imagery and raster maps, integrating with NGA's Vector & Cartographic Production System (VCPS) and Foundation Digital Twin (FDT) 3.0. The initiative leverages artificial intelligence and machine learning to reduce manual processing time, increase data accuracy, and enable rapid intelligence delivery. Responses are due by 5:00 p.m. ET on March 19, 2026, submitted via email to Harry Lanfersieck (Harry.L.Lanfersieck@nga.mil) and Dee Hill (Delores.M.Hill@nga.mil), limited to 15 pages in Microsoft Word format with Times Roman 12-point font.
Respondents must provide unclassified information addressing administrative details, business type (with small business designation options), relevant commercial and government experience within the past three years, current capabilities, capability gaps, recommended pricing models, security qualifications, and organizational conflict of interest assessments. The anticipated performance period consists of a 12-month base period plus four optional 12-month periods, with work performed primarily at NGA facilities in Springfield, Virginia and St. Louis, Missouri. Key constraints include support for multiple file formats, monoscopic and stereoscopic feature extraction, batch processing capability, preservation of original geometry and metadata, 99.9% production environment availability, and full compliance with security directives including Top Secret/Sensitive Compartmented Information (TS/SCI) clearance requirements. This RFI is for information and planning purposes only and does not constitute a commitment to award a contract; not responding does not preclude future participation in a formal solicitation.

Foundation Digital Twin Auto Feature Extraction
REQUEST FOR INFORMATION
Program Executive Office for Mapping, Charting, and Geodesy
1.0 DESCRIPTION & PURPOSE
The National Geospatial-Intelligence Agency (NGA) in support of the Program Executive Office for Mapping, Charting, and Geodesy (PEO MC&G) is seeking information on acquiring an innovative and comprehensive solution to automate the identification, extraction, and attribution of geospatial features, thereby transforming NGA’s Foundation GEOINT (FG) production environment. The Automated Feature Extraction (AFE) capability will be a critical enabler for modernizing Foundation GEOINT processes and will be integrated with key NGA systems, including the Vector & Cartographic Production System (VCPS) and the Foundation Digital
Twin (FDT) 3.0.
The current Foundation GEOINT environment faces significant operational challenges that impede efficiency and effectiveness. Foundation GEOINT (FG) Analysts spend extensive time on repetitive manual feature extraction, conflation, and validation, which are time-consuming activities that could be automated. To address these challenges and support NGA's 2035
GEOINT Concept of Operations, NGA is implementing the AFE capability. This initiative will leverage artificial intelligence and machine learning (AI/ML) to transform geospatial intelligence production, significantly reducing manual processing time, increasing data accuracy, and enabling the rapid delivery of intelligence to decision-makers.
1.2 The purpose of this Request for Information (RFI) is to gain information on current
Industry practices that would meet NGA’s requirements as described within the AFE Statement of Objectives (SOO).
1.3 THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes – it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This RFI does not commit the Government to contract for any supply or service whatsoever. Further, NGA is not seeking proposals at this time and will not accept unsolicited proposals. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the interested party’s expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued.
Past efforts funded by NGA and many others within the Department of War (DoW) and
Intelligence Community (IC) have primarily focused on using raw data point clouds using AFE to produce three-dimension (3D) algorithms resulting in mesh or game engines outputs for multiple mission scenarios and uses. Challenges have included the amount of processing power, registration, metadata mismatches/incomplete, conflation of data from multiple look angles/collect times/data file types, and voids in the data source(s) used to virtually create representations of terrain, features and outputs consumed by AFE solutions. Other AFE challenges have included the number of compute/infrastructure resources needed or required to produce products for consumption into other tools, development of metrics for validating the end products (e.g., precision, accuracy), feature(s) mismatch or incorrect features produced and time to produce content. This RFI is targeted to develop, deliver, and sustain a robust AFE capability that automatically detects and extracts geospatial features from various data input sources, including imagery and raster maps, to meet the goals described within the AFE SOO.
2.0 BACKGROUND
NGA has a mission-critical need for implementing the Automated Feature Extraction (AFE) capability. NGA’s PEO MC&G is responsible for managing and executing the Foundation
GEOINT (FG) capability. This initiative will leverage artificial intelligence and machine learning
(AI/ML) to transform geospatial intelligence production, significantly reducing manual processing time, increasing data accuracy, and enabling the rapid delivery of intelligence to decision-makers.
