About this opportunity
The Department of Veterans Affairs National Cemetery Administration is conducting market research to identify qualified contractors for comprehensive grounds maintenance and burial support services at Fort Stevens National Cemetery in Hammond, Oregon. The scope of work encompasses interment and disinterment operations, headstone and marker setting and alignment, gravesite maintenance, turf and grass maintenance, irrigation system services, trash and debris removal, pavement sweeping and cleaning, snow and ice removal, structure cleaning and light maintenance, and ceremonial support. Prospective contractors must demonstrate relevant experience with grounds maintenance and cemetery operations of similar scope and complexity, proven capability in maintaining turf in sandy or coastal soil environments, and experience with burial support services. The anticipated contract will be awarded as an Indefinite Delivery Indefinite Quantity (IDIQ) vehicle with service components potentially subject to the Service Contract Act and construction-related elements subject to the Davis-Bacon Act. Interested parties must submit their responses by March 23, 2026, and should address the unique site condition of coastal sandy soils characterized by fine sandy loam in upper layers transitioning to predominantly fine sand at 12-18 inches depth, which presents operational challenges including reduced soil cohesion during excavation and rapid drainage in turf areas.
This Pre-Solicitation Notice carries no set-aside designation and does not identify any current contractors or incumbents. No specific award value or budget range is disclosed in the materials provided. Respondents should provide information regarding their SAM/UEI registration status, business size and socioeconomic status classifications, and estimated percentage of subcontracted work required. This notice is issued for market research purposes only under FAR Part 10 and does not constitute a formal solicitation or commitment to award a contract. Interested contractors are encouraged to review the attached Sources Sought Notice in detail, particularly the section addressing unique site conditions, before submitting their market research responses.
