About this file

This is a Sources Sought Notice and Market Research Memorandum for grounds maintenance and burial support services at Fort Stevens National Cemetery in Hammond, Oregon. The Department of Veterans Affairs National Cemetery Administration is conducting market research under FAR Part 10 to identify qualified contractors capable of performing comprehensive operational support services. The anticipated contract will be awarded as an IDIQ vehicle with service components potentially subject to the Service Contract Act and construction-related elements subject to the Davis-Bacon Act.

The required services include interment and disinterment operations, headstone and marker setting and alignment, gravesite maintenance, turf and grass maintenance, irrigation system services, trash and debris removal, pavement sweeping and cleaning, snow and ice removal, structure cleaning and light maintenance, and ceremonial support. A critical consideration for this requirement is the unique site condition characterized by coastal sandy soils typical of dune environments. The soil composition transitions from fine sandy loam in the upper layers to predominantly fine sand at 12-18 inches depth, presenting operational challenges including reduced soil cohesion during excavation, rapid drainage in turf areas, and potential sand displacement from wind and weather. Interested contractors should demonstrate relevant experience with grounds maintenance and cemetery operations of similar scope and complexity, experience maintaining turf in sandy or coastal soil environments, capability in burial support services, and provide information regarding SAM/UEI registration status, business size and socioeconomic status, and estimated percentage of subcontracted work required. This notice is issued for market research purposes only and does not constitute a solicitation or commitment to award a contract.

Sources Sought / Market Research Memorandum Grounds Maintenance and Burial Support Services

SSN031126FSNC

Fort Stevens National Cemetery

Purpose This memorandum documents market research conducted in accordance with Federal Acquisition Regulation (FAR) Part 10 to determine the availability and capability of qualified contractors to provide grounds maintenance and burial support services at Fort Stevens National Cemetery located in Hammond, Oregon.

The purpose of the Sources Sought Notice is to identify capable businesses that possess the experience, personnel, and equipment necessary to perform the required services and to assist the Government in determining the most appropriate acquisition strategy for this requirement.

This Sources Sought Notice is issued for market research purposes only and does not constitute a solicitation or commitment by the Government to issue a solicitation or award a contract.

Background Fort Stevens National Cemetery is located at:

1198 Russell Drive Hammond, Oregon

The cemetery requires comprehensive operational support to maintain burial sections, turf areas, infrastructure, and ceremonial spaces in accordance with National Cemetery Administration (NCA) operational standards and to ensure the cemetery remains a dignified and respectful resting place honoring those who have served the Nation.

Services anticipated under the future contract may include, but are not limited to:

1. Interment and disinterment services

1. Headstone and marker setting and alignment

1. Gravesite maintenance

1. Turf and grass maintenance

1. Irrigation system services

1. Trash and debris removal

1. Pavement sweeping and cleaning

1. Snow and ice removal (as required)

1. Structure cleaning and light maintenance

1. Ceremonial support

The Government anticipates awarding an IDIQ contract that may include service components subject to the Service Contract Act (SCA) and certain construction-related elements potentially subject to the Davis-Bacon Act (DBA) depending on task order requirements.

Unique Site Conditions – Sandy Soil Environment Fort Stevens National Cemetery is located within a coastal dune environment characterized by predominantly sandy soils. USDA soil survey data for the site identifies the primary soil classification as Gearhart fine sandy loam.

The soil profile in this area typically consists of:

1. 0–1 inches: slightly decomposed plant material

1. 1–12 inches: fine sandy loam

1. 12–17 inches: loamy fine sand

1. 17–61 inches: fine sand

The parent material for the site consists of Eolian (wind-deposited) sands associated with coastal dune landforms. Due to this composition, soil conditions become increasingly sandy with depth, and excavation activities frequently encounter loose sand conditions at relatively shallow depths, with soil transitioning to predominantly sand at approximately 12–18 inches.

These soil conditions present operational considerations for both grounds maintenance and burial operations, including:

1. Reduced soil cohesion and stability during excavation activities

1. Rapid drainage and reduced moisture retention in turf areas

1. Increased need for soil amendments or stabilization measures to support turf health

1. Potential displacement of sand due to wind and weather conditions

1. Additional care required during gravesite restoration and turf repair following interment operations

Contractors performing services at Fort Stevens National Cemetery must therefore be capable of maintaining turf, burial sections, and surrounding landscaped areas in coastal sandy soil environments where soil stability, drainage, and turf sustainability require specialized maintenance considerations.

Requested Capability Information Interested contractors responding to the Sources Sought Notice should provide information demonstrating their capability to perform services of similar scope and complexity. Information requested may include:

1. Company name and SAM/UEI registration status

1. Business size and socioeconomic status (e.g., SDVOSB, VOSB, WOSB, Small Business)

1. Relevant experience performing grounds maintenance or cemetery operations services of similar size and complexity

1. Experience maintaining turf or landscaped areas in sandy or coastal soil environments

1. Experience performing burial support services such as interment, gravesite preparation, and marker placement

1. Estimated percentage of subcontracted work required to satisfy this requirement

Use of Information The information obtained from this Sources Sought Notice will be used for market research purposes to determine the availability of capable contractors and to assist the Government in determining the appropriate acquisition strategy for this requirement.

Responses to this notice will not be considered offers and will not result in a contract award.
