About this opportunity
The Department of Veterans Affairs National Cemetery Administration seeks a Service-Disabled Veteran-Owned Small Business to perform complete section renovation work at Fort Snelling National Cemetery in Minneapolis, Minnesota, with sealed bids due September 8, 2026, at 10:00 AM CDT. This is an SDVOSB set-aside procurement.
Place of performance is Minneapolis, Minnesota. The scope includes site surveying, grading plans, headstone realignment, vegetation removal, excavation and backfill, headstone identification and handling, flat marker geogrid support system installation, headstone re-installation and cleaning, turf renovation, and site restoration. Work must be completed within 365 calendar days of receiving the Notice to Proceed, with contract start recommended for spring 2027 to accommodate Minnesota winter conditions. The project covers Sections 30, 31, 33, and 2, which contain only upright marble headstones; no flat markers exist in the base bid sections. All four sections are irrigated; contractors must supply their own water as the cemetery's irrigation system is unreliable.
The estimated project value ranges between $2 million and $5 million. NAICS code is 237990, Other Heavy and Civil Engineering Construction, with a small business size standard of $45 million. Liquidated damages are assessed at $1,116.00 per calendar day of delay. A mandatory site visit was held July 24, 2026, at 1:00 PM CT. Sealed bids open via teleconference at 1-872-701-0185 (Conference ID: 100 095 23# 10 365).
Federal requirements include Davis-Bacon wage determinations under MN20260239 (Modification 2, published July 30, 2026), Buy American construction materials provisions, workers' compensation insurance ($100,000 employer's liability minimum), general liability ($500,000 per occurrence), and automobile liability ($200,000 per person/$500,000 per occurrence). Performance and payment bonds are required upon award. The NCA Dignity Clause requires all contractor personnel to perform work with special care, reverence, and respect for the cemetery as a final resting place for service members and veterans. Extended work hours and weekend work are permissible upon request. Headstone raise-and-realign work and sod installation fall under LABORER: Common or General classification at $44.00 base wage and $26.12 fringe per Davis-Bacon determination.
