About this opportunity

The Mission and Installation Contracting Command (MICC) at Fort Sill, Oklahoma, is seeking a contractor to provide comprehensive packing and crating services for Department of Defense personnel's personal property shipments and storage within a 50-mile radius of Fort Sill's Transportation Office. The contractor must supply all personnel, equipment, facilities, and materials necessary for preparing household goods and unaccompanied baggage for shipment through the Direct Procurement Method, including services such as premove surveys, weighing, packing, loading, containerization, inventory preparation, appliance servicing, and delivery. The solicitation requires contractors to be registered in the System for Award Management (SAM) database and meet the small business size standard of $34 million under NAICS Code 484210. Quotes will be evaluated based on best value considering price, with award anticipated to a responsible offeror conforming to all solicitation requirements. The original quote submission deadline was July 7, 2025, at 1:00 PM CST, but was extended to July 14, 2025, through multiple amendments.

This procurement is designated as a 100% small business set-aside, with the previous contract held by Caddo Movers of Lawton, Inc. under Contract Number W9124L-20-D-0003. The anticipated contract structure includes one base period from August 1, 2025, to July 31, 2026, followed by four optional one-year extension periods that could extend the contract through July 31, 2030, with a total estimated contract value of $34 million. The services are confined entirely to Oklahoma counties within the specified radius, with transportation not crossing state lines, supporting Fort Sill units, tenant activities, reserve component units, field artillery units, and other organizational elements with support agreements. The contract will utilize a Firm Fixed Price structure under FAR Part 13.5 Simplified Acquisition Procedures for Commercial Items, with performance standards allowing for minimal deviations ranging from 2-5% depending on the service aspect.
