About this opportunity

The U.S. Army Corps of Engineers, Omaha District, is soliciting proposals for the supply of two pre-built Remote IO and Annunciation Panels designed to upgrade and unify the annunciation system and data recorders at the Fort Randall Powerhouse. The panels will be fully assembled on 19-inch racks with all equipment, components, parts, and wiring included, ready for installation by Government personnel. Key contract requirements include Government approval of design before fabrication begins, with 20 calendar days allowed for review, and completion of factory testing before shipment. The contractor must deliver the panels within 120 calendar days after award and provide technical support during Government installation. Pricing must be submitted as firm fixed price and inclusive of all delivery costs. The solicitation is unrestricted and open to both large and small businesses, with offers due on April 3, 2026, at 2:00 PM local time. While the initial notice indicates full and open competition, the Brand Name Justification document specifies that certain components, particularly Schweitzer Engineering Laboratories (SEL) equipment valued at approximately $35,000, are required for compatibility with existing plant configuration.

The solicitation does not utilize a small business set-aside, though the Government's summary file indicates a Women-Owned Small Business set-aside designation. The primary NAICS code is 334513 (Instruments and Related Products Manufacturing), with a small business size standard of 750 employees. Delivery locations include Fort Randall Dam Power Plant in Pickstown, South Dakota (accepting deliveries Monday through Thursday, 7:00 AM to 4:00 PM, with three days' advance notice required), or alternatively the NWD Hydroelectric Design Center in Portland, Oregon. The project involves fabricating two complete Remote Terminal Unit (RTU) rack assemblies including SEL equipment, multiple analog and digital input/output modules, power supplies with fiber-optic Ethernet capability, HMI monitoring screens, and extensive fiber-optic cabling infrastructure. The Contracting Officer is Brianna Wohlers (402-995-2668, Brianna.N.Wohlers@usace.army.mil), and the solicitation number is W9128F26QA026.
