About this opportunity

The National Park Service Southeast Region seeks an upgrade to the electrical distribution system at Fort Pulaski National Monument Visitor Center and Pump House in Savannah, Georgia, with proposals due July 17, 2026. This is a 100% small business set-aside, firm fixed-price procurement foreclosing competition outside that pool.

Place of performance is Fort Pulaski National Monument Visitor Center Area, 101 Fort Pulaski Road, Savannah, GA 31410. The work scope requires removal of a deteriorated fused disconnect enclosure and installation of new code-compliant service equipment with manual generator interconnection capability. The contractor must furnish and install a service-entrance-rated manual transfer switch (NEMA 3R minimum, Type 304 stainless steel minimum; Type 316 preferred for coastal environments) rated for 400 amps combining the main building's 300-amp service and the shed's 100-amp service. A 200-ampere, 600-volt industrial pin-and-sleeve generator receptacle assembly (Appleton Powertite Series or approved equal) must be installed on the service pole above the applicable design flood elevation. The contractor must install new service conductors and conduit from the utility service point to the transfer switch, upgrade grounding and bonding systems per National Electrical Code standards, reconnect existing loads, and perform comprehensive testing and commissioning. All work must comply with NEC, NESC, NFPA 70E, Georgia Power service requirements, and FEMA floodplain requirements. The contractor must coordinate directly with Georgia Power for all utility work. The contractor must be a licensed electrical contractor with documented NFPA 70E training, supervised by a licensed electrician, and demonstrate a minimum of five years of experience performing similar electrical service equipment and generator interconnection work.

Period of performance is 60 days from Notice to Proceed. Budget is $19 million. The NAICS code is 238210, Electrical Contractors and Other Wiring Installation Contractors. Award will be made using Lowest Price Technically Acceptable (LPTA) source selection on a Pass/Fail basis. Technical acceptability requires documented relevant experience with two completed similar projects within five years, identification of key subcontractors, SOW and specifications compliance confirmation, technical and management approach, and acknowledgment of the 60-day performance period. Past performance and price are separate evaluation factors. Performance and payment bonds are required within 10 calendar days of award, and liability insurance of $1 million per person, $1 million per occurrence, and $1 million property damage must be maintained throughout contract performance. SAM registration is mandatory prior to award. Site visits are scheduled for June 16, 2026 from 1:00 PM to 3:00 PM EDT and June 29, 2026 from 10:00 AM to 11:00 AM EDT. Questions are due June 23, 2026 at 1:00 PM EDT. Amendment 2, issued July 9, 2026, posted a revised Statement of Work dated July 8, 2026.
