About this file
This is a Questions and Answers document (Amendment 1) for federal contract opportunity 140P5126R0011 concerning electrical service work at Fort Pulaski.
The project involves replacing the electrical transfer switch and associated infrastructure at Fort Pulaski. Key contractor responsibilities include coordinating with Georgia Power for service disconnection and reconnection, obtaining quotes from Georgia Power (POC: Lark Joyner, 229-2411-2212 office or 229-356-0025 cell), and providing temporary power if needed during work, with primary concern for maintaining water and septic system functionality. The contractor must act as the subject matter expert to specify generator requirements, determine appropriate flood elevation measures using FEMA's National Flood Hazard Layer Viewer, and evaluate whether components require replacement based on industry standards and code requirements. The existing electrical service is estimated at 120/240V, 400-amp, 3-phase, pending field verification by the contractor or their SME. The new generator inlet box must be NEMA 3R outdoor-rated, 3-phase, matched to generator voltage and breaker amperage with a matching 3-phase transfer switch. The transfer switch should be rated for 400 amps (combining the main building's 300-amp service and the shed's 100-amp service). The National Park Service maintains inspection jurisdiction; no state, city, or county permits are required. The government will approve plans for access matting in wet areas prior to installation. Various components including conduits, service wires, and the service pole may require replacement if recommended or required by code, as determined by the contractor's assessment.

a. The best info for the flood zone area at Fort Pulaski can be found here: FEMA's
National Flood Hazard Layer (NFHL) Viewer If there is an industry standard for mounting the electrical components above the flood line, they can use their SME for this. Our resource manager
3. Are we going to require temporary power to the area while work takes place?
a. Depending on the estimated timeframe of power outage needed for work to be completed, it is a possibility. The ability to power our water and septic system are the two main areas of concern.
4. Please provide the generator information (size) or the or the model number of the generator hookup receptacle required.
a. a. We do not have the specific information for this need. The goal is for the contractor to spec this info out as the SME

a. a. If temporary power is provided, it will be the contractor’s responsibility.
7. Does the govt have an elevation survey for flood levels?
a. a. The best info for the flood zone area at Fort Pulaski can be found here: FEMA's
National Flood Hazard Layer (NFHL) Viewer If there is an industry standard for mounting the electrical components above the flood line, they can use their SME for this.
8. This new service transfer switch should be installed above flood level to meet code requirements, will this be required?
a. a. If recommended/required, then yes
9. The service should be moved toward the Ft. onto solid ground, does the govt wish for the service to be moved?
a. a. If it is recommended/required, then yes https://gcc02.safelinks.protection.outlook.com/?url=https%3A%2F%2Fhazards-fema.maps.arcgis.com%2Fapps%2Fwebappviewer%2Findex.html%3Fid%3D8b0adb51996444d4879338b5529aa9cd%26extent%3D-81.08523971763304%2C31.9736785876948%2C-80.80268509116826%2C32.11918185829528&data=05%7C02%7Cashley_warcewicz%40ios.doi.gov%7C17ce999ec54e4cf0243908decc993708%7C0693b5ba4b184d7b9341f32f400a5494%7C0%7C0%7C639173155585869926%7CUnknown%7CTWFpbGZsb3d8eyJFbXB0eU1hcGkiOnRydWUsIlYiOiIwLjAuMDAwMCIsIlAiOiJXaW4zMiIsIkFOIjoiTWFpbCIsIldUIjoyfQ%3D%3D%7C0%7C%7C%7C&sdata=H0JjjI7irVZ9ikd5F7JujqyC8ZyENg%2BlumeSL0J5Gck%3D&reserved=0 https://gcc02.safelinks.protection.outlook.com/?url=https%3A%2F%2Fhazards-fema.maps.arcgis.com%2Fapps%2Fwebappviewer%2Findex.html%3Fid%3D8b0adb51996444d4879338b5529aa9cd%26extent%3D-81.08523971763304%2C31.9736785876948%2C-80.80268509116826%2C32.11918185829528&data=05%7C02%7Cashley_warcewicz%40ios.doi.gov%7C17ce999ec54e4cf0243908decc993708%7C0693b5ba4b184d7b9341f32f400a5494%7C0%7C0%7C639173155585869926%7CUnknown%7CTWFpbGZsb3d8eyJFbXB0eU1hcGkiOnRydWUsIlYiOiIwLjAuMDAwMCIsIlAiOiJXaW4zMiIsIkFOIjoiTWFpbCIsIldUIjoyfQ%3D%3D%7C0%7C%7C%7C&sdata=H0JjjI7irVZ9ikd5F7JujqyC8ZyENg%2BlumeSL0J5Gck%3D&reserved=0
