About this opportunity

The U.S. Army Corps of Engineers Louisville District hosted an Industry Day and Pre-Solicitation Conference on October 14, 2026, for an upcoming design-build-to-budget solicitation to construct the Fort McCoy Multipurpose Athletic Field in Wisconsin. The event was open to large, small, and socio-economic businesses registered in SAM.gov under NAICS 236220 and drew 30 attendees representing general contractors, specialty trades, and design firms.

The project scope includes a 54,600 square-foot multipurpose athletic facility with a 200-meter rubberized running track, artificial turf infield with Army Fitness Testing area, mechanical and electrical systems, bathrooms, water fountains, and storm water bio-retention sites. The fixed construction cost limitation is $14.676 million.

Procurement follows a two-phase competitive process using best-value trade-off methodology with price fixed and non-cost technical factors evaluated. Phase I (proposals due December 2026) requires demonstration of past performance for prime contractors and architects/designers on up to three projects completed within six years, plus management plans. A maximum of three teams advance to Phase II, with the RFP issued June 2027 and proposals due August 2027. Phase II evaluation adds technical solutions, project schedule, and small business participation plans. Contract award is anticipated in the first quarter of fiscal year 2028. The solicitation number is W912QR27RA005. Final set-aside determination is pending. No government reimbursement is provided for travel or information submission costs.
