About this file
This document is an Industry Day Forum presentation for the Fort McCoy Multipurpose Athletic Field Project hosted by the U.S. Army Corps of Engineers (USACE) Louisville District on October 14, 2026.
The project involves design-build-to-budget (DB2B) construction of a 54,600 square-foot multipurpose athletic facility at Fort McCoy, Wisconsin, with a fixed construction cost limitation of $14,676,000. The facility will include a 200-meter rubberized running track, artificial turf infield accommodating a 50-meter by 37-meter Army Fitness Testing area with lanes, mechanical/electrical/telecommunications space, bathrooms, water fountains, and storm water bio-retention sites. The project will be procured through a two-phase competitive process using a best-value trade-off approach where price is fixed and non-cost technical factors are evaluated. Phase I (due December 2026) requires evaluation of past performance for both prime contractors and architects/designers of record (maximum three projects each, completed within six years) and management plans. A maximum of three teams will advance to Phase II (RFP issued June 2027, proposals due August 2027), which adds evaluation of technical solutions, project schedule, and small business participation plans. Contract award is anticipated in the first quarter of fiscal year 2028. The solicitation number is W912QR27RA005, posted to SAM.gov, with technical documents available through the PIEE Solicitation Module. Final set-aside determination (unrestricted, total small business, etc.) is pending. All proposals must be submitted electronically through PIEE by the Eastern time zone deadline with no exceptions for late submissions.

Project: Equipment Concentration Site [Warehouse + AMSA + MEP lot] Location: Ft Carson, CO Acquisition: OTA - Construction Management At Risk
Construct an Equipment Concentration Site (ECS) on Fort Carson, CO. Primary facilities include an Area Maintenance Support Activity (AMSA) shop and General Purpose (GP) Warehouse. Facilities will be designed in accordance with the Army Reserve Design Guide. Supporting facilities include land clearing, general site improvements, organizational parking, non-organizational parking, concrete parking, concrete aprons, vehicle wash rack/platform, bi-level equipment loading ramp, fencing, walks, signage, curbs and gutters, storm drainage, SATS Trailer canopy, information systems, and utility connections. Supporting Facilities costs are higher than average due to special building foundations, extensive pavements, improved surfaces, site clearing, and excavation costs associated with developing the 48-acre parcel of land. Sustainability/Energy and cybersecurity measures are included.
Facilities will be designed to a minimum life of 40 years in accordance with DoW Unified Facilities Criteria 1-200-02 including energy efficiencies, building envelope and integrated building systems performance.

Project: New Training Barracks Location: Ft Hunter-Liggett, CA Acquisition: OTA – Progressive Design Build
The primary scope of work delivers four (4) CTE Barracks and one (1) IPIMT Barracks to restore modern housing capabilities to the installation. The four
(4) CTE Barracks will each span approximately 46,000 square feet, utilizing open-bay configurations equipped with integrated officer sleeping rooms, team rooms, laundry facilities, restrooms, showers, storage, and janitorial closets.
Complementing these collective spaces, the single 45,000-square-foot IPIMT Barracks will provide individual sleeping quarters with private bathrooms, study/day rooms, laundry rooms, storage, and janitorial closets.
Also, part of this project is to completely demolish and dispose of the five existing legacy multi-story barracks that have exceeded their useful life. This comprehensive replacement directly resolves critical facility deficits, bringing Fort Hunter Liggett's training housing into full alignment with modern operational requirements.
