About this opportunity
The Naval Sea Systems Command seeks maintenance and repair services for its Bobcat forklift fleet at the Naval Surface Warfare Center Philadelphia Division (NSWCPD), with proposals due October 13, 2026 following a second deadline extension issued October 5. The procurement is set aside as Women-Owned Small Business (WOSB) under NAICS 811310, with a size standard of 811 employees. A brand name restriction limits competition to officially recognized and certified Bobcat Authorized Service Providers, justified by manufacturer warranty requirements, proprietary diagnostic software and tooling access, and factory-certified technician training standards.
Place of performance is Philadelphia, Pennsylvania, with delivery and inspection at Building 542, 1601 Langley Avenue. The contract runs one year commencing November 1, 2026, and covers 16 line items: four quarterly preventative maintenance services and twelve monthly power-washing and detailing services, all priced on firm fixed-price basis.
The contractor must employ factory-trained and certified personnel and deliver annual safety inspections and load testing at 100 percent of manufacturer's rated load capacity, preventative maintenance per OEM specifications at minimum quarterly intervals, monthly power-washing with compliant debris and grease disposal, and routine corrective repairs. The contractor supplies all labor, equipment, tools, and supplies and must preserve the existing Bobcat Limited Forklift Warranty. Contractor must submit service, safety, and testing reports within two days of service completion, an inspection schedule five days before each inspection, and a repair list five days before each inspection, all to NSWCPD C/107 points of contact Douglas W. Farrell (douglas.w.farrell.civ@us.navy.mil) or Michael A. Steck (michael.a.steck6.civ@us.navy.mil). Award will be made to the lowest priced technically acceptable quote. Quotations must be submitted electronically via PIEE Solicitation Module by October 13, 2026 at 3:00 PM local time, with acknowledgment of amendments required prior to submission.
