About this opportunity
The National Oceanic and Atmospheric Administration seeks preventative maintenance and repair services for lift trucks and a street sweeper at the RACE Net Loft facility in Seattle, Washington, with quotes due May 14 by 1600 EST/EDT. The procurement is a total small business set-aside, limited to firms with average annual receipts of $12.5 million or less.
Place of performance is 7600 Sand Point Way NE, Seattle, WA 98115. Work encompasses two preventative maintenance and safety inspection cycles per year across seven heavy equipment units—six forklifts and one electric street sweeper—performed by certified lift truck technicians on-site. The base year runs June 1, 2026 through May 31, 2027, with two option years extending through May 31, 2029.
The RFQ requests fixed-price job lot pricing for preventative maintenance services (CLINs 0001, 0003, 0005) covering two annual service rounds per machine, plus standard labor rates for authorized repair work (CLINs 0002, 0004, 0006) billed after inspections identify needed repairs. Pricing must include base year and option years evaluated as total cost. NAICS code is 811310; PSC is J039. This is a commercial services procurement under FAR part 12.
Evaluation prioritizes technical approach and capability (company experience and detailed performance plan), past performance (two references from separate contracts within the past two years), and price. The government reserves the right to award other than to the lowest-priced offeror and may waive informalities. Quotations must be submitted in PDF or Word format to jason.jenks@noaa.gov. All offerors must be active in SAM. Payment terms are Net 30.

05/05/2026: Question and answer:
Q. - I am requesting clarification on how the CLINs should be priced?
A. - For CLINs 0001, 0003, and 0005 - we're looking to get a lump sum (job lot) price for two (2) rounds of preventative maintenance per year on the seven (7) machines listed in the statement of work.
For example, if you figure for the first year, one preventative maintenance service will cost $500 per machine, and round-trip travel costs to perform the one service will be $2,000.00, then one round of preventative maintenance service would be $5,500.00. For two services in the first year, this would be $11,000.00. For subsequent years, you might add a percentage for inflation and other cost increases.
For CLINs 0002, 0004, and 0006 - we're looking to get your hourly labor rate for any repairs that are needed. Overtime is not allowed for the most part on federal service contracts so there would not be an overtime rate.
