About this opportunity
The USDA Forest Service Helena Lewis and Clark National Forest is soliciting proposals for a comprehensive forest-wide exterior painting project encompassing multiple buildings across Montana locations. The scope of work includes exterior surface preparation, one primer coat, and two exterior paint coats for 14 base buildings and 2 optional buildings, with contractors required to provide all labor, materials, and tools while ensuring proper disposal of refuse in compliance with federal, state, and local laws. The project requires the use of lead-free, cold-climate appropriate paint with glossy finishes that match existing colors, and contractors must complete work on each building within 5 calendar days. The government will evaluate proposals using a best value approach based on four criteria: experience, price, past performance, and technical approach to work. Proposals are due August 21, 2025, with work to be completed by September 30, 2026, and contractors must begin performance within 10 calendar days of award.
This solicitation is set aside exclusively for small businesses, with a size standard of $19.0 million, and the estimated contract value ranges between $25,000 and $100,000. The buildings to be painted are located across multiple Montana counties including Helena, Augusta, Stanford, Harlowton, Lincoln, and air tanker base facilities, with structures ranging from 200 to 2,400 square feet and featuring various siding types including wood, metal, wood shingles, and EFIS. Contractors must comply with prevailing wage requirements under the Davis-Bacon Act, with rates varying by county and ranging from $7.25 to $17.75 per hour depending on trade classification and applicable executive orders. The performance period extends from contract award through September 30, 2026, with an 80-calendar-day completion timeframe, and all work must be performed at remote forest service locations across the Helena-Lewis and Clark National Forest system.
