The proposed project consists of removing one or more existing culvert(s) and replacing them with galvanized metal culvert(s). Base item is Forest Road 29 MP 15.7 Culvert Replacement. Option items are Forest Road 29 MP 15.9, 16.0, 16.1, & 18.3 Culvert Replacement.
Access to the project site may be limited due to seasonal snow fall, therefore interested offerors should consider visiting the site prior to the release of the solicitation.
The government will provide final design drawings of the culverts with the solicitation.
Work will include working within an approved work window under the guidelines of a hydraulic permit, a limited road closure and following including fish and wildlife provisions.
Interested contractors will be evaluationed on past performance, experience and price. Work on the ground is expected to begin as early as August 1, 2019 with the entire project completion by September 30, 2019.

Construction methods will include survey and staking, pit development (including material sorting and screening), haul, contractor testing, installing and maintaining soil erosion and pollution control measures, clearing and grubbing, excavation and backfill, riprap placement, aggregate surface placement and installing & maintaining approved closure signs and barriers.
Project Location
The project is located on the Olympic National Forest on the Pacific Ranger Districts. From Forks, WA travel north on US Highway 101 for one mile. Turn east (RIGHT) onto Forest Service Road 29 and proceed to noted mile posts.

The Forest Service will proceed to issue a solicitation as a Request for Proposals (RFP) on or about MAR. 07, 2019. This acquisition is 100 percent set-aside for small business concerns. The Forest Service will award a firm fixed-price contract to that responsible Offeror whose offer, conforming to the solicitation, is fair and reasonable, and has been determined to be the best value to the Forest Service. Offers will be evaluated based upon: price; experience, past performance, managers & subcontractors, price realism, and a Level of Confidence Assessment Rating (LOCAR). The government estimated value is between $100,000 and $250,000.
A bid bond is required. Performance and payment bonds are required for this project. Construction Wage Rates (former known as Davis-Bacon wage rates) apply to any resulting contract. The proposed contract-type is firm-fixed price.
All responsible sources may submit an offer which will be considered by the government. Prospective contractor must be registered in the System for Award Management (SAM) database prior to award of a contract. Lack of registration in the SAM on the part of the offeror will render an offeror ineligible for award. Offerors may obtain information on registration and annual confirmation requirements by contacting askSAM@gsa.gov, or via the Internet at http://www.sam.gov.
