About this opportunity
The USDA Forest Service's Rocky Mountain Research Station is seeking a contractor to perform comprehensive field-based vegetation sampling and forest inventory analysis across Idaho for the 2025 season. The work encompasses locating, monumenting, and photographing inventory plots while conducting detailed inventories of trees, shrubs, forbs, and graminoids, along with collecting tree cores and documenting site characteristics using specific RMRS FIA P2 Field Procedures. Contractors must maintain a minimum two-person crew and demonstrate technical capability in timber survey work, with particular emphasis on experience in the intermountain west region. The government will evaluate proposals based on four factors: price, technical capability, past performance, and experience, with specific attention to personnel having at least three years of timber survey experience. Proposals must be submitted electronically to william.g.ristoff@usda.gov by July 2, 2025, at 11:00 AM Mountain Time, with the contract period of performance running from July 2, 2025, through September 30, 2026.
This opportunity is designated as a total small business set-aside under NAICS code 115310 (Support Activities for Forestry) with a size standard of $11.5 million, and no incumbent contractors are identified in the solicitation materials. The contract will be awarded as a firm fixed-price arrangement covering field work across 42 total plots, specifically comprising 19 wilderness plots and 23 non-wilderness plots throughout Idaho. The work will be performed primarily in the Boise, Idaho area, though field crews will travel to various forest locations across the state to complete the inventory assignments. Safety considerations recommend a three-person crew in areas with potential high wildlife activity, and contractors must comply with specific data collection protocols and maintain strict confidentiality regarding plot locations. The solicitation includes comprehensive attachments covering technical procedures, equipment specifications, wage determinations, and non-disclosure requirements that contractors must follow throughout the contract performance period.
