About this opportunity

The United States Coast Guard seeks two Prime Mover road trucks (Ford F-350 or equivalent) and a two-year OEM scheduled maintenance package under solicitation 70Z02326Q92200038, with quotes due September 7, 2026 at 1:00 PM Eastern Time and questions due August 19, 2026 at 1:00 PM Eastern Time. This is a total small business set-aside RFQ for a Foreign Military Sales case to the Philippines (Case Number ZB-P-LCN).

Place of performance is the contractor's facility for inspection and acceptance, with delivery to NAVSUP Weapon Systems Support, Mechanicsburg, Pennsylvania, under FOB Origin terms. Final destination is Palawan, Philippines, for the Philippine Coast Guard.

The solicitation is "Brand Name or Equal," establishing the Ford F-350 crew cab as the baseline specification; offerors may propose equivalent commercial vehicles if they meet or exceed all salient characteristics and provide manufacturer documentation. Specifications include 4x4 drivetrain, diesel engine (high-sulfur diesel), standard bed size, white exterior color, minimum 30,000-pound towing capacity, and multi-ball hitch assembly. Offerors must identify an authorized local service facility in the Philippines capable of diagnostics, repairs, and engine servicing. CLIN 0002 requires a detailed itemized Bill of Materials for 24-month, 24,000-mile OEM maintenance coverage with genuine OEM part numbers, descriptions, quantities, and maintenance intervals.

The NAICS code is 336120 (Heavy Duty Truck Manufacturing); PSC code is 2320 (Trucks and Truck Tractors, Wheeled). Evaluation is best-value comparative, considering technical specifications, maintenance package completeness, delivery timeline (in calendar days after order receipt), past performance via CPARS and FAPIIS, and price reasonableness, without formal scoring or competitive range determinations. Quotes must be submitted in two volumes (Technical and Price) and remain valid for 60 calendar days. Contracting Officer is Micha A. Wisniewski; Contract Specialist is Dennis S. Kokoskie. Amendment 001, posted August 26, 2026, extended the quote due date to September 7, 2026.
