About this file
This is an attachment containing solicitation provisions for a federal Request for Quote (RFQ) issued by the U.S. Coast Guard for the acquisition of commercial products and services.
The solicitation requires offerors to submit quotes for two Contract Line Item Numbers (CLINs) as a single source; split awards will not be made. CLIN 0001 is for a Prime Mover (Road Truck) specified as a Ford F-350 Crew Cab, 4x4, Diesel Engine, Standard Bed in white, with a minimum certified towing capacity of 30,000 lbs and a ball hitch assembly. Offerors may propose "or equal" vehicles if they meet or exceed all salient characteristics and provide manufacturer documentation. Offerors must also identify an authorized local service facility in the Philippines capable of diagnostics, repairs, and engine servicing. CLIN 0002 is for a Two-Year Scheduled Maintenance Package comprising OEM-recommended consumables, filters, and spare parts for 2 years/24,000 miles, submitted as a detailed, itemized Bill of Materials with genuine OEM part numbers, descriptions, quantities, and maintenance intervals. Offerors must submit a firm, binding delivery timeline in calendar days after receipt of order for both items.
Quotes must be submitted by August 26, 2026, at 1:00 PM Eastern Time to the Contracting Officer (Micha A. Wisniewski) and Contract Specialist (Dennis S. Kokoskie) via email. Questions must be submitted by August 19, 2026, at 1:00 PM Eastern Time. Quotes must be organized into two separate volumes: Volume I (Technical) containing no pricing information and technical literature demonstrating compliance, and Volume II (Price) containing firm fixed pricing filled in the pricing schedule with a priced duplicate Bill of Materials where the itemized total must equal the lump-sum price for CLIN 0002. Offerors must be actively registered in good standing on SAM.gov at submission and certify that quotes remain valid for 60 calendar days. The Government will evaluate quotes using comparative evaluation for best value, considering technical specifications, maintenance package completeness, delivery schedule, past performance via CPARS and FAPIIS checks, and price fairness and reasonableness, without formal scoring or competitive range determinations.

The following FAR provisions are hereby incorporated in this solicitation in full text:
FAR 52.212-2, Evaluation—Commercial Products and Commercial Services (AUG 2025)
(DEVIATION 25-21)
Paragraph (a) of this provision is deleted in its entirety and replaced with the following:
(a) In accordance with FAR 12.203, the Government will evaluate quotations using comparative evaluation. The Government will award a contract resulting from this solicitation to the responsible quoter whose conforming quotation represents the Best Value to the Government, price and other factors considered.
The Government reserves the right to accept other than the lowest-priced quote if the technical advantages, superior in-country support network, or accelerated delivery timeline of a higher-priced quote justify the price premium. The Government will not use formal scoring, competitive range determinations, or formal evaluation plans.
The Government intends to conduct this acquisition in an efficient and minimally burdensome fashion. The Government will consider all quotations that the agency receives on time.
Furthermore, the Contracting Officer will exercise good business judgment in deciding whether to accept a quotation received after the due date or time, in accordance with the solicitation.
The Contracting Officer has broad discretion in establishing how to evaluate quotations. The evaluation procedures for this procurement are not subject to FAR Part 15 or FAR Part 14. The
Government will evaluate quotes by comparing them directly to one another to determine which quote provides the best overall value. The Contracting Officer does not need to create formal evaluation plans, score quotations, or establish a competitive range before communicating with quoters or soliciting revised quotations.
While the Government intends to evaluate quotes and make an award without initial communications, the Contracting Officer reserves the right to communicate with the apparent awardee, quoters, or solicit revised quotations if the Contracting Officer determines it necessary.
For the quote to be determined technically acceptable it must meet the following requirements:
Factor I: Technical
Subfactor 1.1: CLIN 0001 — Prime Mover (Road Truck) Specifications
The Government will evaluate the proposed vehicle's technical specifications to verify compliance with the required salient characteristics.
• Compliance standard: The proposed vehicle must meet or exceed all minimum salient characteristics (30,000 lbs towing, Crew Cab, 4x4, Diesel engine, Standard Bed, Ball
Hitch assembly, and White color).
https://www.acquisition.gov/far/current/html/52_212_213.html#wp1179178
• Qualitative Value Add: Proposals for vehicles demonstrating capabilities exceeding the minimums (such as higher certified towing capacities or enhanced payload frames) may be rated more favorably.
• In-Country Support: The quote must state if the brand of vehicle is supported in the
Philippines and provide proof.
Subfactor 1.2: CLIN 0002 — Two-Year Scheduled Maintenance Package completeness
The Government will evaluate the non-priced Bill of Materials (BOM) for compliance with
OEM recommendations.
• The BOM will be evaluated to ensure it is complete and contains genuine OEM parts and consumables matching the exact vehicle model proposed in CLIN 0001.
• The quantities and part types will be evaluated to ensure they are sufficient to support the vehicle for a full 2-year or 24,000-mile period. Missing or generic parts will result in a lower rating.
Subfactor 1.3: Delivery Schedule
• The Government will evuate the timeline proposed by the offeror for both the vehicle
(CLIN 0001) and the maintenance package (CLIN 0002).
• A shorter delivery timeline may be more favorably and may be a major differentiator in the best value tradeoff analysis.
Factor II: Past Performance
The Government will evaluate Quoter’s past performance to assess the risk of unsuccessful contract performance. The Government will review relevant Contractor Performance Assessment
Reporting System (CPARS) records, perform a Federal Awardee Performance and Integrity
Information System (FAPIIS) check, and may utilize data obtained from other sources.
Factor III: Price
The overall price will be evaluated to determine if it is fair and reasonable.
(b) Options is deleted in its entirety as no options are included in this solicitation.
(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful Offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the
Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
A Note to Offerors Regarding Entity Changes in SAM:
System updates may lag policy updates. The System for Award Management (SAM) may continue to require entities to complete representations based on provisions that are not included in this solicitation. Contracting officers will rely on representations from offers based on provisions in the solicitation. Entities are not required to, nor are they able to, update their entity registration to remove these representations in SAM.
