About this opportunity

The Department of the Army Materiel Command Army Contracting Command Aberdeen Proving Ground is seeking Mandiant Training Services for Romania through a Foreign Military Sales (FMS) case under solicitation W91CRB-25-Q-5004. The procurement involves five specific cybersecurity training courses, including Advanced Red Teaming Techniques, Cyber Intelligence Foundation, Network Traffic Analysis, Windows Enterprise Incident Response, and Malware Analysis Master Course. These training services will be delivered on-site in or near Romania and must be conducted entirely in English. The contract will be awarded on a lowest-price technically acceptable (LPTA) basis, with technical acceptability assessed by CECOM SAMD engineers. Key deadlines include December 12, 2024, at 4:00 PM EST for submitting questions to Contracting Specialist Charrissa Stancell, and December 19, 2024, at 4:00 PM EST as the final response deadline. Contractors must be registered in the System for Award Management (SAM) database to be considered for the award.

The solicitation is an unrestricted contract using NAICS code 611430 for Professional and Management Development Training, with no specific set-aside designations. The contract will be a firm-fixed-price award made on an all-or-none basis to ensure a single provider delivers all training components. The period of performance extends through September 30, 2025, with the place of performance located in Maryland, USA. While the original Letter of Request from Romania specifically mentions Mandiant training, there is no explicit sole-source requirement, potentially allowing equivalent training from other providers. The contract includes additional requirements such as anti-terrorism awareness training, iWATCH training, and operations security (OPSEC) compliance. Although specific award values are not detailed in the solicitation, the procurement is part of a Foreign Military Sales case identified as RO-B-WAA, indicating international military training support for Romania.
